X Flooding is a temporary overflowing of water onto land that is normally dry. Flooding may happen with only a few inches of water, or it may cover a house to the rooftop. There are many possible causes of floods including heavy rain, coastal storms and storm surge, waterway overflow from being blocked with debris, or overflow of levees, dams, or waste water systems. Flooding can occur slowly over many days or happen very quickly with little or no warning, called flash floods.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
Deposit cigarette butts in the proper receptacle to avoid starting a
Pour water over camp fires and backyard fire pits to ensure they are completely out before leaving them unattended.

Follow directions from local officials. If there are restrictions on water usage, be sure to heed them.

Typhoons/Hurricanes are massive storm systems that form over the water and move toward land. Threats from typhoons/hurricanes include high winds, heavy rainfall, storm surge, coastal and inland flooding, and rip currents.

“Hurricanes” form in the Atlantic Northeast Pacific region and “Typhoons” form in the Northwest Pacific Region. These large storms are call cyclones in other parts of the world.

9:00 a.m. Heavy Showers and Gusty Winds Expected as Developing Circulation Moves Toward the Southern Marianas

The National Weather Service (NWS) Guam Weather Forecast Office continues to monitor what is now designated as Invest 90W, a low level circulation near 9N145E. The system is expected to move northwest before turning west-northwest near or south of the Marianas.

What to Expect

Increasingly gusty easterly winds will become southeasterly Wednesday night into Thursday with sustained winds of 20 to 30 mph and gusts to 40 mph possible. Further strengthening of the wind fields is possible if 90W tracks farther north, closer to the Marianas.

8:15 a.m. Heavy Rainfall Expected by Midweek; Small Craft Advisory in Effect

The National Weather Service (NWS) Guam Weather Forecast Office continues to monitor a tropical disturbance that is expected to move toward the Marianas in the next few days and bring heavy downpours to the area around midweek.

Moderate uncertainty remains regarding potential rainfall impacts but locally heavy rainfall of 5 to 8 inches remain a possibility across the Marianas by the weekend. Flash flooding remains a possibility Wednesday through Saturday. Residents and visitors are advised to take the following precautionary actions:

8:50 a.m. Heavy Rainfall Anticipated to Develop Around Midweek as Disturbance Approaches

The National Weather Service (NWS) Guam Weather Forecast Office continues to monitor Invest 99W, a weak circulation near 12N147E, southeast of Guam. It has been downgraded to sub-low by the Joint Typhoon Warning Center, reflecting a decreasing potential for this disturbance to become a significant tropical cyclone. The NWS notes computer models still point to a disturbance to eventually take shape to the south of Guam by midweek, that is anticipated to lift north or northwest, bringing increasing showers and winds to the Marianas as early as Tuesday.

4:10 p.m. Heavy Rainfall Expected Late in the Weekend through Next Week

The National Weather Service (NWS) Guam Weather Forecast Office issued a hydrologic outlook for Guam, Rota, Tinian, and Saipan.

A tropical disturbance, Invest 99W, is centered east-southeast of Guam near 10.6N 152.8E. This system remains disorganized, but it is expected to move toward the Marianas late this weekend into next week. 99W is expected to bring heavy rainfall to the Marianas from Sunday night through at least Thursday night.

1:20 p.m. Increased Showers Expected Next Week

The National Weather Service (NWS) Weather Forecast Office Guam is currently monitoring two tropical disturbances in the region.

The first system, Invest 98W, is a weak, but broad circulation that continues to slowly develop in southeastern Yap State near 7N144E. Heavy, gusty showers are mainly expected across Yap State and Palau the next few days. At this time, no direct impacts are expected for the Marianas from this system.

8:40 a.m. GHS/OCD, NBG, and AAFB to Conduct Routine Testing of Advanced Warning Systems

The Offices of Guam Homeland Security and Civil Defense (GHS/OCD), U.S. Naval Base Guam (NBG), and Andersen Air Force Base (AAFB) will conduct routine testing of the vital communication and advance warning system sirens, respectively, on Tuesday, November 4, 2025, starting at 3:15 p.m.

GHS/OCD will test the All Hazards Alert Warning System (AHAWS) sirens in conjunction with NBG and AAFB monthly routine testing of the “Giant Voice (GV)” sirens.

5:30 p.m. Showers and Gusty Winds Expected

The National Weather Service (NWS) Guam Weather Forecast Office advised a line of showers are approaching Guam’s southeastern shores with the potential for thunderstorms. Showers are expected to be heavy at times, bringing occasionally strong gusts in the next few hours.

8:45 a.m. Flood Advisory in Effect for Guam; Crews Continue to Work on East Agana Landslide

The National Weather Service (NWS) Guam Weather Forecast Office issued a flood advisory, in effect for southern and central Guam until 10:30 a.m. this morning. Between 2.4 and 4.6 inches of rain have fallen.

A flood watch remains in effect for Guam and Rota through late tonight. Flooding caused by excessive remains possible. Rainfall of 3 to 5 inches is possible over Guam and Rota through early Thursday morning.

5:40 a.m. Flood Warning in Effect for Guam; Landslide Reported in East Agana

The National Weather Service (NWS) Guam Weather Forecast Office issued a flood warning, in effect for Guam until 7:30 a.m. this morning.

An unsettled pattern caused by a passing tropical disturbance, Invest 96 W, is producing heavy showers and thunderstorms. Between 2 and 3 inches of rain has already fallen. Additional rainfall amounts of 1.5 to 2 inches are possible across Guam in the next 1 to 2 hours. Flash flooding is ongoing or expected to begin shortly.
