The National Weather Service (NWS), Guam Weather Forecast Office advise a large monsoon swell moves towards the Marianas. The following advisories are in effect:

The Offices of Guam Homeland Security and Civil Defense (GHS/OCD), in conjunction with the Mariana Regional Fusion Center (MRFC), federal and military partners, continue to monitor events surrounding the region including reports of the launch of two unidentified projectiles out of the Democratic People’s Republic of Korea (DPRK), today.

The reported projectiles were launched from North Korea’s eastern coast into the Sea of Japan. There was no indication the reported tests posed an immediate threat to Guam or the Marianas.

The National Weather Service (NWS), Guam Weather Forecast Office issued an urban and small stream flood advisory for Guam until 1:15 p.m. A flood advisory means river or stream flows are elevated or ponding of water in urban or other areas is occurring or is imminent.

Heavy rain due to thunderstorms will cause urban and small stream flooding in the advisory area. Up to one inch of rain has already fallen and an additional rainfall of up to two inches is expected, resulting in flooding in poor drainage areas.

WASHINGTON - FEMA, in coordination with the Federal Communications Commission, will conduct a nationwide test of the Emergency Alert System (EAS) on Wednesday, Aug. 7, 2019.

The 2019 Guam Hazard Mitigation Plan (Guam HMP) has been approved and adopted for Guam. On Friday, July 26, then Acting Governor Joshua Tenorio signed Executive Order No. 2019-18, adopting and enacting the 2019 Guam HMP, which supersedes the 2014 Guam HMP.

Guam’s geographic location makes it more vulnerable to the effects of both natural and human-made threats. The Guam HMP is a comprehensive strategy that focuses on mitigating and reducing Guam’s exposure and vulnerability to those natural and human-made disasters.

The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), is scheduled to conduct a nationwide test of the Emergency Alert System (EAS) on August 7, 2019, beginning at 2:20 p.m. (EDT), which converts to Thursday, August 8, 2019 at 4:20 a.m. (ChST).

The EAS test will commence at 4:20 a.m. (ChST) for the continental U.S., its territories, and CNMI. The EAS is used by alerting authorities to send warnings via broadcast, cable, satellite, and wireline communication pathways.

Governor Lou Leon Guerrero will declare the week of August 4-10, 2019 as Earthquake Preparedness Week (EPW) and August 11-17 as Tsunami Preparedness Week (TPW) to promote earthquake and tsunami hazard preparedness as an active collaboration among federal, territorial and local emergency management agencies, community leaders and the public. 

The National Weather Service (NWS) Guam Weather Forecast Office issued a short-term forecast for Guam. Through 4:30 p.m., thunderstorms and periodic heavy showers will impact central and eastern Guam, and adjacent waters. Up to two inches of rain is possible.

Motorists are advised to be prepared for brief flooding of roads and lower visibilities under heavy downpours.

Mariners are reminded be cautious for visibilities down to half a mile and dangerous lightning. If showers persist longer than expected, a flood advisory will be issued.

The Offices of Guam Homeland Security and Civil Defense (GHS/OCD), U.S. Naval Base Guam (NBG), and Andersen Air Force Base (AAFB) will conduct routine testing of the vital communication and advance warning system sirens, respectively, on Tuesday, August 6, starting at 3:15 p.m.

GHS/OCD will test the All Hazards Alert Warning System (AHAWS) from seventeen (17) locations in conjunction with NBG and AAFB monthly routine testing of the “Giant Voice (GV).”
