JIC Recovery Release No. 2 - Shelter Operations Transition to Tier II

As Guam continues its recovery efforts following Super Typhoon Sinlaku, the Government of Guam is transitioning emergency shelter operations from Tier I, Guam Department of Education (GDOE) shelters, to Tier II. This transition allows GDOE to begin the necessary cleaning, assessment, and sanitization of school campuses in preparation for the eventual return of students and faculty.

DPHSS Update

The Department of Public Health and Social Services (DPHSS) Northern Region Community Health Center (NRCHC) and Southern Region Community Health Center (SRCHC) have extended their hours of operation:

  • Northern Region Community Health Center: Monday - Friday, 8 a.m. - 9 p.m. 

  • Southern Region Community Health Center: Monday - Friday, 8 a.m. - 5 p.m. and extended to Saturday, 8 a.m. - 5 p.m. until further notice.

GWA Precautionary Boil Water Notice
The Guam Waterworks Authority’s (GWA) precautionary boil water notice (PBWN) is applicable only to customers who have lost water service as a result of Super Typhoon Sinlaku:
  • If you have lost water service for 48 hours or less, you may wish to boil your water prior to consumption, though it is not mandatory.
  • If you have lost water service for 48 hours or more, it is MANDATORY to boil your water prior to consumption.
  • If you never lost water service, this PBWN does not apply to you.

JIC Release No. 33 - Marine Corps Drive Open; Precautionary Boil Water Notice In Effect for Parts of Guam; Telecommunications Update

Marine Corps Drive, Rt. 1 Open
The Department of Public Works (DPW) has cleared sand, rock and other debris that was washed onto Marine Corps Drive in East Agana. The Guam Police Department (GPD) has opened the road from Shell East Agana to Alupang Pavilion. Three (3) northbound lanes and two (2) southbound lanes are now safe to travel. The community is reminded to practice caution while driving.

JIC Release No. 32 - Guam in COR 4; Government of Guam Operations

Governor Lou Leon Guerrero and Rear Adm. Brett Mietus has placed Guam and the respective military installations in Condition of Readiness (COR) 4 as of 12 p.m. today. At COR 4, the island resumes normal operations. 

Joint Region Marianas installations moved to Tropical Cyclone Condition of Readiness (TCCOR) 4.  TCCOR 4 indicates a return toward normal operations, including the restoration of installation access for authorized personnel and residents, as recovery and restoration efforts continue.

JIC Release No. 31 - Guam to Move to COR 4 at 12PM April 16; Stay Out of the Water; GPA Update; GSWA Update; Refrain from Outdoor Burning; Healthcare Services Update

Governor Lou Leon Guerrero will place Guam in Condition of Readiness (COR) 4 at 12 p.m. today, April 16, 2026. At COR 4, the island resumes normal operations. 

The National Weather Service, Weather Forecast Office Guam has canceled the tropical storm warning and typhoon watch for Guam. 

Stay Out of the Water

JIC Release 29 UPDATES: GDOE and DODEA, Airport Operations, Utilities, Health Centers and the Judiciary

All Guam Department of Education (GDOE) schools will remain closed tomorrow as the island is currently under COR 1. Schools will continue to be closed until the Governor declares COR 4 and GDOE has completed all necessary inspections and cleaning to ensure campuses are safe to reopen.

DODEA Schools 
Families with DODEA school students should seek guidance from their military officials.

Prepare for Possible Declaration of COR 4 on Thursday

The Office of the Governor, in conjunction with the Guam Homeland Security/Office of Civil Defense (GHS/OCD) and the National Weather Service (NWS), is closely monitoring weather and roadway conditions across the island. 

Governor Lourdes Leon Guerrero is scheduled to make a final decision in the early morning hours of Thursday, April 16, 2026, regarding the declaration of Condition of Readiness (COR) 4.
