JIC Release No. 31 - Guam to Move to COR 4 at 12PM April 16; Stay Out of the Water; GPA Update; GSWA Update; Refrain from Outdoor Burning; Healthcare Services Update

Governor Lou Leon Guerrero will place Guam in Condition of Readiness (COR) 4 at 12 p.m. today, April 16, 2026. At COR 4, the island resumes normal operations. 

The National Weather Service, Weather Forecast Office Guam has canceled the tropical storm warning and typhoon watch for Guam. 

Stay Out of the Water

Everyone should remain out of the water due to life-threatening surf conditions. Hazardous to dangerous sea and surf conditions are still expected. High risk of rip currents is in effect. Rip currents can sweep even the best swimmers away from the shore into deeper water. Residents and visitors of Guam and the CNMI are advised to remain out of the water. Residents and visitors are also advised against venturing along trails close to the water or shoreline, as high surf can knock a person down and sweep them off beaches and rocks. These waves can be deadly, even for the most experienced swimmers. 

Portion of Marine Corps Drive Closed for Safety

The Guam Police Department (GPD) has reported that a portion of Route 1 Marine Corps Drive from Shell East Agana to Alupang Pavilion is closed to allow the Department of Public Works (DPW) to clear debris and restore safe access. For the safety of all, motorists are advised to seek alternate routes. An update will be provided once available. 

 

GPA Update

As of 6:00 a.m.:

  • On Wednesday, April 15, 2026 crews successfully linked north and south back into a single grid. This includes the Naval Station and Apra Heights substation, which serves the Hågat and Sånta Rita-Sumai communities.

  • Today’s priority includes connecting Apra Heights to Talo'fo'fo to Pulantat, Yona and Barrigada Substations. This key step would complete the island-wide transmission loop.

  • GPA crews have successfully restored 15 of 63 distribution circuits/feeders, including critical service areas such as Guam Memorial Hospital (GMH), Tumon Hotel Row, Harmon Industrial Park, and the Antonio B. Won Pat International Airport, Guam.

  • The primary mission today is to complete the transmission loop and continue restoring distribution feeders throughout the island. Crews are working a minimum of 12-hours day and evening shifts to ensure continuous 24/7 restoration operations.

  • Generation capacity remains stable, with the Ukudu GTG #1 and Dededo CT units 1 and 2 power plants meeting current load demand. Remaining baseload units at Ukudu and Piti Units 8 and 9, along with GPA’s reserve units are ready.

  • The system demand this morning is 35 MW, approximately 20% of the normal morning load, and is expected to increase substantially as restoration work progresses today.

  • GPA will focus on restoring all feeders. During this stage of recovery, some energized feeders may still leave pockets of isolated customers with extensive damages. GPA will return to restore service to those remaining customers immediately after all other feeders without faults are restored.

  • Our priority is to restore energy back into your homes and businesses, and restore the IWPS online at full capacity. GPA line workers and support crews are working night and day for you, your family, and your businesses.

  • GPA confirms adequate personnel, equipment, and materials to including poles, wires, and transformers are available to fully restore service to all customers.

  • GPA is aware of all customer outages throughout the island. Guam Power Authority’s Automated Meter Infrastructure, or Smart Meter Network, and Supervisory Control and Data Acquisition (SCADA) systems will provide detailed information on outage locations. These systems allow GPA to confirm where power has been restored, identify customers still without service, and locate smaller outage pockets within villages.

  • We ask our customers to limit calls to our GPA Dispatch Center (PSCC) to critical issues such as down lines on the ground, blown transformers and low voltages being experienced at homes or businesses and other more serious and significant issues.

  • Please refer to our previous Advisory which discusses voltage fluctuations during restoration. As power is restored, some customers may experience temporary voltage fluctuations such as flickering lights, dimming, or partial power. Customers are advised to shut off their main breaker and report the issue to GPA for response.

  • Please stay away from all down lines and equipment as they may still be energized and can cause harm if you come in contact with the lines or equipment. Consider such situations as dangerous and life threatening. If such conditions are present, please immediately report this situation to GPA's 24-Hour Trouble Dispatch at (671) 475- 1472/3/4 or via direct message on GPA’s Facebook or Instagram page. Customers may also email customersfirst@gpagwa.com. Please provide the exact location or address, contact information and condition of location when submitting your report.

  • For proper use of generator, GPA asks that you ensure your main breakers are opened (off position) when operating your private generator. This is for the safety of the crews and your equipment.

GSWA Resumed Operations Today

The Guam Solid Waste Authority (GSWA) has resumed trash collection services and reopened its facilities today. The following change in schedule is being implemented for this week: 

Revised Collection Schedule:  

  • Monday Customers: Trash collection services are scheduled for Thursday, April 16th. Trash carts should be placed curbside as soon as Condition of Readiness (COR) 4 is declared.  

  • Tuesday Customers: Trash collection services are scheduled for Friday, April 17th.  

  • Wednesday Customers: Trash collection services are scheduled for Saturday, April 18th.  

  • Thursday Customers: Trash collection services are cancelled this week and will resume Thursday, April 23rd.  

  • Recycle Collection for all routes: Collections will be suspended until Friday, April 24th and will be delayed one week for the remainder of April through May 2026. The revised schedule will become available on our website this week. 

Customers are asked to place their trash carts curbside before 3:00 a.m. to ensure trash is collected, with the exception of Monday Customers that will await COR4 declaration. 

The community is reminded curbside debris collection services are not available at this time. Residents are urged to refrain from placing waste or storm debris along main roadways or at their curbsides, as this can obstruct drainage systems and impede ongoing restoration efforts. 

GSWA residential customers will be allowed to dump at the Residential Transfer Stations for free from April 16th through April 22nd. All others will be normally charged. 

Customer Service Centers and Residential Transfer Stations will resume normal business hours. 

Layon Landfill and Commercial Transfer Stations for Thursday, April 16th will open at 8 a.m. with business hours extended an hour from scheduled closing time.

Refrain from Outdoor Burning

The Guam Fire Department has issued a “No-Burn Notice” for Guam. Refrain from any outdoor burning activities at this time. Due to low water supply and high winds, any burning poses a significant safety concern. Furthermore, the resulting smoke can affect neighbors who have their windows open.

Please be courteous to your neighbors and help maintain a safe environment for everyone by avoiding burning.

    • AC Micro Interventional Pain Clinic: Will open at 12:00 p.m. today

    • SDA Pharmacy: Accepting regular patients in addition to the free Clinic With a Heart event

    • Guam Surgicenter: Open for patients tomorrow

  • Pharmacies:

    • Mega Drug 1 & 2: Open

    • Mega Drug 3: Pending COR 4 for full reopening

    • Community Pharmacy 2 & 3: Open regular hours

    • Simply Rx: Opening at 1:00 p.m. today

    • ITC Pharmacy 1: Open for a limited time

    • ITC Pharmacy 2: Open regular hour
