Agana Heights, Guam – The Office of Guam Homeland Security and the Office of Civil Defense (OHS-OCD), in a joint effort with Joint Task Force-Micronesia (JTF-M), conducted Exercise Black Hydra today, a discussion-based cybersecurity tabletop exercise held at the OHS-OCD Initial Operating Facility (IOF) in Agana Heights on February 10, 2026.
The National Weather Service (NWS) Weather Forecast Office Guam has issued a flood advisory for Guam until 8:15 AM. Urban and small stream flooding from excessive rainfall is expected.
Between 0.4 to 1 inch of rain has fallen. Additional rainfall amounts of 0.4 to 1 inch are expected over the area.

The National Weather Service (NWS) Weather Forecast Office Guam is currently monitoring a shear line over the CNMI and a weak tropical disturbance located south of Guam in eastern Yap state. Models suggest the disturbance will move west-northwestward, taking it between Yap and Guam, but closer to Yap.
The U.S. Geological Survey recorded an earthquake with a preliminary magnitude of 4.9 that struck 71 km ESE of Yigo Village, Guam with a depth of 38.2 km, at 1:53 p.m. (ChST).

The National Weather Service (NWS) Weather Forecast Office Guam is monitoring Tropical Depression 01W, which formed northwest of Palau overnight. As of 1 a.m., 01W was located 9.5N and 130.4E, about 315 miles west-northwest of Koror and 1,010 miles west-southwest of Guam. It is moving northwest at 9 mph with maximum sustained winds of 30 mph. 01W is forecast to intensify, possibly becoming a tropical storm Friday night.
