JIC RELEASE NO. 6 - Typhoon Mawar Update; Governor Leon Guerrero Signs Executive Order No. 2023-02; DPW Update; DPHSS Update; GBHWC Information; GAA Closed

Officials continue to monitor what is now Typhoon Mawar, which has strengthened to typhoon status overnight. As of 5 a.m., Mawar was located 8.5 degrees north latitude and 148.1 degrees east longitude, about 265 miles west-northwest of Chuuk, 410 miles south-southeast of Guam, and 485 miles south-southeast of Saipan. It is moving north-northwest at 8 mph with maximum sustained winds of 80 mph. 

Guam remains in Condition of Readiness (COR) 2 at this time. The Government of Guam, with the exception of essential services, will remain closed until COR 4 is announced.  

Joint Region Marianas (JRM), Naval Base Guam (NBG), Andersen Air Force Base (AAFB), and Marine Corps Base Camp Blaz (MCBCB) remain in Tropical Cyclone Condition of Readiness (TCCOR) 2. A typhoon watch remains in effect for Guam, Rota, Tinian, and Saipan. A typhoon watch means that typhoon conditions are possible, with tropical storm force (sustained winds of 39 mph and greater) conditions arriving within the next 48 hours. There is an increasing likelihood for tropical storm to typhoon force impacts around midweek. The onset of tropical storm conditions could start as early as Tuesday morning. Typhoon force winds remain a possibility Wednesday morning into Wednesday evening. Heavy rainfall is likely much of this week, with 9 to 15 inches remaining a possibility through the end of this week. 

Governor Signs Executive Order No. 2023-02:
On Sunday, May 21, 2023, Governor Lou Leon Guerrero signed Executive Order No. 2023-02, relative to declaring a state of emergency in anticipation of the approach of Tropical Storm Mawar. 


DPW Update:
The Department of Public Works (DPW) Building Inspections and Permits  Division/Business License and Permits Center (One Stop) will resume operations upon declaration of Condition 4. DPW recommends that all construction sites be properly secured to avoid injury and property damages to neighboring residents or facilities.


DPHSS Update:
The Department of Public Health and Social Services (DPHSS) announced that during Condition of Readiness (COR) 2, the following Division of Senior Citizens (DSC) services will be today, May 22, 2023:

The 3 Adult Day Care Centers, 12 Senior Citizens Centers, Congregate Nutrition Services and Transportation Services will be open to provide essential Congregate Meal services for seniors at these sites to receive their warm meal and 3-Day Emergency Dry Goods for Tuesday, May 23 through Thursday, May 25, 2023.  Seniors are able to depart their Center after receiving their meals.

Case Management Services, In-Home Services and National Family Caregiver Support Program will operate normal business hours to provide essential services on Monday, May 22, 2023. 

Homebound Meals will be delivered to include warm meals for Monday, May 22, 2023 and 3-Day Emergency Dry Goods of Nutrition Services for frail homebound. The three days of dry goods are for Tuesday, May 23 through Thursday, May 25, 2023.


The Elder Justice Legal Assistance Services is closed today, May 22, 2023.

The Guam Behavioral Health and Wellness Center (GBHWC) Pharmacy remains open today, May 22, 8 a.m. to 5 p.m. 

The GBHWC Suicide & Crisis Lifeline remains operational 24/7. The community may call or text the hotline at 988, or chat online at 988lifeline.org. 


Guam Adventist Academy:
The Guam Adventist Academy will be closed today, May 22, until COR 4 is announced.
