Successful Coordination Ensures Safe Resolution of Two UXO Incidents

The Office of Guam Homeland Security and the Office of Civil Defense (OHS-OCD) is highlighting the successful coordination efforts of local and federal partners following two unexploded ordnance (UXO) incidents this week, demonstrating the strength of Guam’s integrated emergency management system.

On April 2, 2026, at approximately 11:16 a.m., OHS-OCD received notification from Guam Police Department (GPD) dispatch regarding a reported ordnance in Yona along Bishop Felixberto C. Flores Street (Route 17) near the Windmill Farm. The item was described as a mortar round. Through the OHS-OCD State Warning Point, coordination was completed with GPD, Guam Fire Department (GFD), and Joint Region Marianas (JRM), which dispatched an Explosive Ordnance Disposal (EOD) team, who were able to safely control the area and declare the All Clear at 1:22 p.m. No road closures or evacuations were required.

This afternoon, at approximately 5:30 p.m., OHS-OCD was notified by GPD dispatch of a possible ordnance discovered at Rizal Beach in Agat. The item was described as a mortar shell. GPD officers responded to secure the scene, and Agat Mayor Kevin Susico was notified. OHS-OCD coordinated with military partners to request EOD support and the scene was declared All Clear at 6:17 p.m. No road closures or evacuations were required. 

“These incidents highlight the seamless coordination between our local responders, military partners, and village leadership,” said Esther Aguigui, Homeland Security Advisor / Acting Administrator. “Because of established protocols and strong partnerships, we are able to respond quickly, ensure public safety, and resolve potentially dangerous situations with minimal disruption to our community. OHS-OCD remains committed to working closely with GovGuam agencies, military partners, and community stakeholders to ensure the safety and security of Guam.”

OHS-OCD emphasizes that while these incidents were resolved safely, the public plays a critical role in maintaining safety. Residents and visitors are reminded to follow the 3Rs of Explosive Safety.
  • Recognize: If you see something suspicious or resembling a munition or ordnance, do not touch it.
  • Retreat: Do not approach, touch, move, or disturb it, but carefully leave the area.  
  • Report: Call 911 and provide as much detail as possible to authorities.
