JIC Recovery Release No. 13 - Disaster Debris Site Safety Reminder and Final Vehicle Entry Notice; UOG Update; DYA GSYEP Update

Disaster Debris Site Update 

The Government of Guam, in coordination with the Department of Public Works (DPW) and the Guam Environmental Protection Agency (GEPA) continues to operate one (1) primary disaster debris site at Oka Point, Tamuning (also known as Ypao Point or the Old Memorial Hospital site). The disaster debris site is open daily from 7 a.m. to 6 p.m. 

The Oka Point disaster debris site is open as scheduled; however, entry lines will be closed by 5:30 p.m. to ensure the final vehicle is admitted by 6 p.m., allowing crews time to safely secure the site for the night—an essential measure to protect both the public unloading debris and the personnel assisting them.

Community members are reminded that access to Oka Point during operational hours is at their own risk. Proper footwear, including closed-toe shoes, and appropriate attire are strongly advised to help prevent injuries while disposing of debris.

UOG Update; Inaccurate Information Circulating

The University of Guam (UOG) is aware of a message circulating online regarding urgent needs for Residence Hall students. At this time, UOG has confirmed that this information is inaccurate. There is no current need for public donations or supply drop-offs for campus residence halls. Students are safe with access to essential resources, including drinking water, food, and other typhoon recovery items. 

UOG appreciates the community’s concern and generosity. For accurate updates, please refer to official University of Guam channels. For inquiries, contact the UOG Marketing and Communications Office at marcom@triton.uog.edu.

The community is reminded to verify information through official sources before sharing and to avoid amplifying unverified messages, as this can create confusion and potentially divert resources from legitimate needs.

 

DYA Reschedules Governor’s Summer Youth Employment Program Dates

The Department of Youth Affairs (DYA) revised dates for the 2026 Governor’s Summer Youth Employment Program (GSYEP):

GSYEP childcare applications will now be accepted in person from May 8 to May 15, 2026, Monday through Friday, from 8:00 a.m. to 5:00 p.m. Applicants must submit completed application packets at the same DYA Youth Resource Center where the application was obtained.

To complete an application, participants must submit all required forms and supporting documents, including identification, authorization forms, and a completed health certificate application. Applicants are encouraged to ensure all documents are prepared in advance to avoid delays.

The Government of Guam GSYEP application release and acceptance dates will be announced at a later time. The program is currently scheduled to run from June 15 through July 24, 2026. Additionally, the deadline for Government of Guam host agency registration has been extended to May 4, 2026, at 5:00 p.m.

 

Physical exams and PPD/TB Testing

DYA is coordinating with the Department of Public Health and Social Services (DPHSS) to finalize updated schedules for physical exams and PPD/TB testing, particularly for applicants experiencing insurance coverage issues. Additional information on testing dates and locations will be announced through local media and DYA’s official channels.

 

Temporary Phone Line Disruptions

At this time, several DYA phone lines remain inoperable due to storm-related disruptions and are pending restoration, including:

  • Lågu Youth Resource Center: (671) 635-4392 / 635-4393

  • GSYEP and Public Information Office: (671) 735-5037

 

Restoration efforts are ongoing. The public is encouraged to monitor official updates through DYA’s social media channels and local news outlets.
