JIC Recovery Release No. 3 - GWA Update; Telecommunication Update

The Guam Waterworks Authority (GWA) reports that as of 1:30 p.m., 83 wells are online, with 66 wells on standby power generation and 17 wells on the island-wide power system. GWA is aware of multiple reports of low to no water pressure in parts of Barrigada, Chalan Pago-Ordot, Dededo, Mangilao, Tamuning, Yigo and Yona. The Guam Power Authority (GPA) continues working closely with GWA to restore power to wells impacted by the storm. As more of the island-wide power system is restored, more wells will be placed back online.

As of 10:50 a.m., well A-30 was placed back online on island power. A-30 is a high producing well and is a critical part of the distribution system for residents in the central part of the island.

Residents are reminded: 

  • Electrical trips at well sites are to be expected during restorative efforts as electrical components are designed to protect themselves and prevent fire or damage. Electrical components in pump and motor assemblies in our wells are sensitive to variances in electrical current

  • As wells begin to come back online, pressure still needs to build up in the distribution system for full restoration and supply tanks and reservoirs

  • Fuel delivery to wells operating on standby generators is ongoing.

  • Customer demand during peak hours will affect the rate at which pressure can build to acceptable service levels

Results from 42 samples collected throughout the water distribution system yesterday have returned NEGATIVE results for bacterial contamination. Today, GWA’s Utility Compliance Laboratory continued sampling the rest of the system and results will be reported once analysis is complete. The precautionary boil water notice (PBWN) issued by GWA on April 16 as announced in JIC RELEASE No. 33 remains in effect. 

Late Thursday evening, GWA deployed flextanks to the Barrigada Mayor’s Office, the open field by the Yona carabao in Yona, Gill Breeze in Yigo and the Mangilao Church. Tankers and flextanks are also staged at the Dededo Mayor’s Office, the Yigo gym, Mount Santa Rosa - Yigo and the Astumbo Senior Center. Residents are advised to bring their own containers to store and haul water from the flextanker and tanker sites As flextankers are staged, official notification will be sent to the public. An additional flextanker will be deployed to Chalan La Chance in Yigo this evening. 

Residents are advised that tankers and flextanks may periodically be removed from staging areas for maintenance and refilling. GWA continues to support critical care facilities as a priority and is currently ensuring water delivery service to dialysis centers and health centers experiencing water outages.

Docomo Pacific Update

Restoration efforts continue with visible improvements as island power is being restored.

  • 100% of our critical facilities are operational

  • 65% of mobile cell sites are operational

    • We continue to deploy temporary generators to get more sites online, as we wait for island power to be restored.

  • Internet infrastructure

    • Our teams are actively coordinating with the local power utility to assess the health of our fixed (Internet) network in areas where power is being restored, and to take immediate action if any issues are identified as service comes back online.

    • Customers who have DOCOMO PACIFIC Internet can access their services if power has been restored to their homes or if their home is currently powered by a generator.

      • Please restart your modem to resume internet services. If your services do not resume, there may be damage to your area.

  • All service disconnections have been temporarily suspended to keep you connected and informed.
