JIC Release 29 UPDATES: GDOE and DODEA, Airport Operations, Utilities, Health Centers and the Judiciary

All Guam Department of Education (GDOE) schools will remain closed tomorrow as the island is currently under COR 1. Schools will continue to be closed until the Governor declares COR 4 and GDOE has completed all necessary inspections and cleaning to ensure campuses are safe to reopen.

DODEA Schools 
Families with DODEA school students should seek guidance from their military officials. 

Airport Operations Update as of 6:00pm, April 15, 2026 
The A.B. Won Pat International Airport Authority, Guam (GIAA) reminds the public that all inbound and outbound flights are currently suspended as Guam remains in Condition of Readiness (COR) 1. GIAA has been conducting comprehensive assessments of all facilities and airfield systems. After receiving the all-clear, flight operations may resume as early as tomorrow morning, April 16, 2026, for daylight operations only, until further notice. GIAA is in close coordination with its airline partners and regulatory stakeholders as we await better weather conditions conducive to flight activity, as each airline ultimately makes the determination to resume flight service.


Utilities Updates 

GPA system status update as of 7:00 pm, April 15, 2026 
GPA crews continue assessing and patrolling lines for impacts and damages. We are also currently energizing transmission lines and substations. Some substations are ready and our team continues to work to synchronize (tie-in) the northern and southern systems to startup all Piti and other generator units. 

GSWA Update as of 7:15pm, April 15, 2026 
GSWA will resume trash collection services and reopen its facilities tomorrow, Thursday, April 16.

DPHSS Community Health Centers Update: 
The Guam Department of Public Health and Social Services (DPHSS) continues to accept patients at the Northern Region Community Health Center and Southern Region Community Health Center. As power outages are still ongoing, residents who need electricity for their oxygen equipment can go to these clinics for support. 

Other services available: 
  • Non-Emergency Care: For minor, non-urgent and urgent but stable patients. 
  • Medical Services: Basic medical care and nursing services. 
  • Oxygen Support: Available for oxygen dependent patients. Patients must bring their own portable O2 concentrator & nebulizer. Only one (1) companion is allowed per patient; Two (2) chairs will be provided, one (1) for the patient and only one (1) for their companion. 

Judiciary of Guam Update as of 8:20pm, April 15: 
The Judiciary of Guam will remain closed at COR 1 and all hearings and court proceedings are canceled and will be rescheduled. Once operations resume, the Judiciary will prioritize matters requiring immediate attention. Updates will be provided regarding the re-opening.
