JIC Release No. 24 - Guam Remains in COR 1; DPW Crews Continue Clearing Major Roadways; GPD Reports Road Hazards; GSWA Update; DPR Update

Tropical Storm Force Winds Continue on Guam

From the latest brief from the National Weather Service, the eye of Typhoon Sinlaku has only moved 25 miles over the last 14 hours, which further highlights just how slow-moving the system has been, making it an extended period event. 

Guam remains in Condition of Readiness (COR) 1. Joint Region Marianas remains in TCCOR 1E, indicating destructive winds of 50 knots (57 mph) or greater are occurring. Installation access points are closed, with the exception of U.S. Naval Hospital Guam for emergency department access only. REMAIN INDOORS UNTIL COR 4 IS ANNOUNCED.

 

Guam can expect:

  • Damaging winds of 39 mph or more will continue well into the evening, after sunset. Such winds will continue to pose  risk to public safety, infrastructure and power lines. 

  • Remain indoors until COR 4 is declared. 

  • Peak conditions with sustained winds of 40 to 60 mph and gusts of 70 to 85 mph decreasing through the morning, eventually falling to between 25 and 40 mph this afternoon. 

  • Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until the end of the week.

 

DPW Update

The Guam Department of Public Works (DPW) crews began clearing major thoroughfares of debris this morning and continuing. 

 

Road Hazards

The Guam Police Department (GPD) has reported the following road hazards as of 11:00am:

Major Road Hazards:

  • Large debris on Route 1 from Alupang Beach Tower to East Hagatna Shell.

  • Tree down and debris on the east lane toward Gun Beach.

  • Tree down on Pale San Vitores Road near GVB, Fountain Plaza, and Rivera Lane.

  • Tree down along Route 26 and Route 15 by Adacao Elementary School.

  • Tree down on Route 26 in Latte Heights near Camelia Lane.

  • Tree down on Chalan Koda and Chalan Mataguac in Machanao, Dededo.

Flooding:

  • Flooding near Tiyan tri-intersection in front of Golden Sea restaurant.

  • Flooding on Pale San Vitores Road in front of Sand Castle.

Traffic Light Outages:

  • Traffic lights out at Route 1 and DPW intersection.

  • Traffic lights out at Route 1 and JFK intersection.

  • Traffic lights out at Route 1 and GTA/Ilipog Drive intersection.

  • Traffic lights out at Pale San Vitores Road and Tumon Sands Plaza intersection.

  • Traffic lights out at Pale San Vitores Road and GPD Tumon Precinct intersection.

 

GSWA Update

The Guam Solid Waste Authority (GSWA) facilities will be closed and trash collection services will be suspended until Condition of Readiness (COR) 4, or unless otherwise announced by GSWA. 

 

DPR Update

Department of Parks & Recreation (DPR): All parks and recreational areas are closed until further notice. DPR is conducting damage assessments. Residents are encouraged to stay away from all parks and recreational areas until all safety concerns are addressed. Lifeguards are not on duty.
