JIC Release No. 10 - Flood Watch in Effect Today Through Wednesday Morning; Flash Flooding Caused by Excessive Rainfall Continues to Be Possible

The National Weather Service (NWS) Guam Weather Forecast Office has issued a Flash Flood Watch for Guam, Rota, Saipan, and Tinian through Wednesday morning. While initial rainfall of 0.8 to 2.4 inches is expected to cause minor flooding today, the threat increases significantly as Typhoon Sinlaku approaches.

Typhoon Sinlaku is projected to cross the Marianas on Tuesday, potentially bringing 15 to 20 inches of rain near its center; current tracking suggests 6 to 12 inches are probable for Guam, with locally higher amounts possible.

Residents in flood-prone areas should clear drainage systems immediately and avoid camping or hiking near streams, which can flood without warning. Motorists are urged to slow down and remember: Turn Around, Don't Drown. Stay indoors during thunderstorms, as temporary shelters like tents and canopies are unsafe. Please report any observed flooding to local emergency services when it is safe to do so.

Flash Flood Warning Also in Effect:

The National Weather Service (NWS) Guam Weather Forecast Office has issued a Flash Flood Warning for Guam, in effect until 3:30 a.m. local time.

With 2 to 3 inches of rain already recorded, flash flooding is currently ongoing or expected to begin shortly. Flooding has already been reported along Cross Island Road. Motorists and residents are urged to exercise extreme caution: do not attempt to travel through flooded areas

Precautionary / Preparedness Actions:

  • Turn around, don`t drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.

  • Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Residents and visitors are advised to take the following precautionary actions:

Prepare your property: Those living in flood-prone areas should take action now; clear drainage areas and unblock storm drains to minimize flooding.

Stay informed: Stay up to date with the latest information.

Drive with caution: If driving in heavy rain, be alert for low visibilities and slippery roads.

Reduce speed: Slow down where water is ponding on the road.

Turn Around, Don’t Drown: Avoid walking or driving through floodwaters. Just 6 inches of moving water can knock you down, and 2 feet of water can sweep your vehicle away.

Avoid high-risk areas: Do not camp, park, or hike along streams and rivers. These areas can flood quickly and with little warning.

Seek lightning shelter: When thunder roars, get indoors. Tents, canopies, and tarps are not safe shelter during thunderstorms.

Respect advisories: Remain out of the water while advisories are in effect.
