Governor Lou Leon Guerrero and Rear Adm. Brett Mietus anticipate placing Guam, and the respective military bases, in Condition of Readiness (COR) 2, and Tropical Cyclone Condition of Readiness (TCCOR) 2 at 5 p.m. this afternoon, April 12, 2026.

Weather Update
A Tropical Storm Warning has been issued for Guam, meaning tropical storm conditions, including winds of 39 to 73 mph, are expected within 24 hours. As of 1 p.m., Sinlaku was located 10.2N and 151.0E, about 475 miles east-southeast of Guam. It is moving north-northwest at 9 mph, with maximum sustained winds of 125 mph.
Guam can expect the onset of tropical storm force winds, of 39 mph or more, by Monday evening, and continuing as a long duration event through Wednesday evening.
Based on recent and continued northward shifts in Sinlaku's track, Guam sits with both a tropical storm warning and a typhoon watch. This means that tropical storm conditions are expected (high certainty) and that typhoon conditions remain possible but dependent on a southward shift of this potentially strong category 4, Sinlaku’s track.
Emergency Funding Approved
Governor Leon Guerrero today signed into law emergency legislation appropriating up to $25 million to support Guam’s response to Typhoon Sinlaku. It provides critical resources for emergency response operations, including public safety, health services, shelters, and infrastructure support. It also delivers direct funding to Guam’s mayors to enable immediate, community-level response.
GFD Waives Fire Permit Requirements for Limited Fuel Storage
Effective Sunday, April 12, 2026, the Guam Fire Department will waive fire permit requirements for the storage of gasoline and diesel fuel under limited quantities. Under this temporary waiver, individuals are permitted to store up to 20 gallons total (aggregate) of gasoline and/or diesel fuel without a fire permit. All fuel must be stored in approved and properly designated containers specific to the type of fuel being purchased. This measure is being implemented to support community preparedness and accessibility while maintaining public safety standards. The waiver will remain in effect until 2200 hours on April 30, 2026. GFD reminds the public to exercise caution when handling and storing fuel, including:

Using only approved containers

Storing fuel in well-ventilated areas away from heat sources

Judiciary of Guam
The Judiciary of Guam provided the following updates regarding operations:

All hearings, jury trials, jury selections, and grand jury proceedings will be rescheduled.

Magistrate hearings will resume following the declaration of COR 4 by the Governor of Guam.

Jurors are advised to monitor the jury recording system after 5:00 PM following the COR 4 declaration.

Check-ins, drug testing, and appointments with the Probation Services Division will be rescheduled.

Individuals under pretrial or probation supervision, including juveniles, should await further instructions from their probation officers and continue to comply with all other requirements.

If a court filing is due while the court is closed, the time for filing is extended until the end of the first accessible day that is not a Saturday, Sunday, or legal holiday. See Guam R. Civ. P. 6(a); Guam R. App. P. 11(a)(3); 8 GCA § 1.25.

The Guam Law Library and the Judicial Education Center will be closed and will reopen under the direction of the Chief Justice.
GRTA Update
The Guam Regional Transit Authority (GRTA) fixed route and paratransit services will be suspended beginning tomorrow, April 13, 2026. Public transit services are expected to resume After COR 4 is announced.

Review your emergency plan: If you do not have a plan, learn how to create an emergency plan; Have plans for your family members and pets. If you are a person with disabilities or a caregiver for elderly, you may need to take extra steps to plan for those additional needs.

Get emergency alerts: Stay informed by having a weather alert radio, battery-operated, or hand-crank radio, where you can listen to emergency news;

Gas your vehicles and get fuel for your generators;

Pull cash from the ATM in case of power outages;

Don’t drive through flood waters: Almost half of all flash flood deaths happen in vehicles. When in your car, look out for flooding in low-lying areas at bridges and at highway dips. As little as 6 inches of water may cause you to lose control of your vehicle.
