JIC Release No. 4 - Guam to Move to COR 2 at 5 p.m.; Governor Requests Pre-Landfall Emergency Disaster Declaration; Healthcare Update

Based on the recent weather brief received from the National Weather Service, Weather Forecast Office Guam, and to provide the community additional time to prepare, Governor Lou Leon Guerrero and Rear Adm. Brett Mietus anticipate placing Guam, and the respective military bases, in Condition of Readiness (COR) 2, and Tropical Cyclone Condition of Readiness (TCCOR) 2 at 5 p.m. this afternoon, April 12, 2026. 

At COR2, the Government of Guam, with the exception of essential services, will not be operational and will remain closed until COR 4 is announced. For TCCOR 2, JRM is finalizing closing times for remaining military services, with details released later today. Residents are strongly advised to use this time to complete final preparations and limit movement to essential activities.

Governor Leon Guerrero made a formal request to the President for a pre-landfall Emergency Disaster Declaration to support the mobilization of critical resources to the island in response to Typhoon Sinlaku. The request describes an “imminent catastrophe" and specifically lists Public Assistance emergency protective measures, including the need for Department of Defense strategic airlift, mass care, sheltering commodities, and generators.

 

What to Expect

Typhoon Watch remains in effect for Guam, Rota, Tinian and Saipan, meaning typhoon conditions, including winds of 74 mph or more, are possible within 48 hours.

Although the latest forecast track has shifted slightly north, residents and visitors of Guam should remain prepared. With any shift of the track Guam can still potentially experience strong category 4 typhoon winds, to include 120mph - 130mph winds. There is no secondary system following Sinlaku being monitored at this time. 

Tropical storm force winds of 39 mph or more are anticipated to begin affecting the Marianas Monday evening. Typhoon force winds, of 74 mph or more, remain possible for Guam and Rota Tuesday morning into early Wednesday morning. Typhoon Sinlaku is forecast to pass through the Marianas as a category 4 Typhoon. 

As of 7 a.m., Typhoon Sinlaku was located 9.5N and 151.3E, about 145 miles north-northwest of Chuuk, 520 miles east-southeast of Guam. It is moving north-northeast at 9 mph, with maximum sustained winds of 110 mph. It is expected to make a turn toward the northwest with a slight increase in forward speed through Monday as it heads toward the Marianas. 

 

GMHA Update

The Guam Memorial Hospital Authority (GMHA) is implementing preparedness measures to ensure continuity of care and patient safety. 

 

Patient Intake—Expectant Mothers 

Upon declaration of COR 2, GMHA will accept:

  • Pregnant mothers who are thirty-six (36) weeks or more

  • High-risk pregnant mothers who are twenty-four (24) weeks or more 

Consult your healthcare provider if unsure about high-risk status. Upon arrival, expectant mothers must report to the Patient Registration office on the first floor. Expectant mothers will be housed in a designated area and will remain at GMHA for the duration of the storm until the declaration of COR 4. Expectant mothers are advised to bring:

  • ID and insurance cards

  • Necessary medications

  • Clean pillows, blankets, and linens

  • Bedding such as sheets, blankets/comforters, and pillowcases

  • Personal toiletries and a change of clothing

  • Water and non-perishable snacks

  • Personal entertainment items 

Restrictions

  • No escorts, support persons, children, or pets (except service animals)

  • No smoking/vaping, alcohol, illegal drugs, or weapons 

 

Hospital Operations—Upon declaration of COR 2 

  • Visiting hours are suspended until further notice (except approved watchers)

  • Elective outpatient and clinical procedures are postponed

  • Family viewings are suspended until COR 4 Patients with affected appointments will be contacted directly for rescheduling. 

GMHA will continue to maintain essential hospital services, including 24/7 Emergency Room operations and inpatient care. 

 

GRMC Update

The Guam Regional Medical City (GRMC) is temporarily suspending clinic operations, rehabilitation, and OR services, One Stop Laboratory and Radiology services, beginning Monday, April 13 to 15, 2026. Visitation will also be temporarily suspended beginning Sunday, April 12, 2026 at 9 PM. Only designated patient watchers/overnighters will be allowed to remain with patients. Patients with affected appointments will be contacted directly by GRMC to assist with rescheduling and coordination of care. GRMC will continue to maintain essential hospital services, including 24/7 Emergency Room operations and inpatient care.

 

DPHSS Update

Upon the declaration of COR 2, the Guam Department of Public Health and Social Services (DPHSS) Northern Region Community Health Center (NRCHC) and Southern Region Community Health Center (SRCHC) will be open. Regular clinic appointments scheduled during the typhoon period will be rescheduled. Services that will be Provided at the Community Health Center: 

  • Care for non-emergency (minor, non-urgent, urgent but stable) 

  • Basic medical care and nursing services 

  • Oxygen dependent patients (patients must bring their own portable O2 concentrator & nebulizer); Only one (1) companion is allowed per patient. *Dialysis patients cannot be supported at community clinics. 

Patient Reminders: 

  • Clinic Pharmacy services will be closed. Only emergency medications to manage urgent care needs are available 

  • Bring healthcare insurance information 

  • Bring all maintenance and over the counter medications, medical supplies, and personal equipment for you and one (1) companion. To include food (NO cooking on premises), water, and a change of clothing for 3 – 4 days. 

  • Services are first come, first served. Delays may occur.

DPHSS encourages all residents to prepare early, secure essential medications and supplies, and continue monitoring official updates as conditions develop. 

 

Take Action Now

  • Stay Out of the Water! Hazardous surf and seas remain. 

  • Plan for Emergency Shelter 

    • If movement out of your home is necessary ahead of the storm, have a shelter plan now. Coordinate now with family and friends regarding relocation or plan for movement once the government of Guam emergency shelter locations are announced. 

  • Secure your home. Put up shutters or board windows to mitigate impact;

  • Clear drainage areas and unblock storm drains to minimize flooding; 

  • Stay up to date with the latest information;

  • Clear loose debris around your yard and store any items that may become airborne with heavy winds, such as canopies, tarps, and trampolines, before inclement weather arrives;

    • Secure construction sites

    • Take down signs  

  • Have an emergency kit prepared: Store enough food and water for your household for 7-10 days. Include medication, disinfectant supplies and pet supplies;

  • Secure important documents such as birth certificates, tax papers, and insurance documents and keep copies in a water-proof bag;

  • Review your emergency plan: If you do not have a plan, learn how to create an emergency plan; Have plans for your family members and pets. If you are a person with disabilities or a caregiver for elderly, you may need to take extra steps to plan for those additional needs.

  • Get emergency alerts: Stay informed by having a weather alert radio, battery-operated, or hand-crank radio, where you can listen to emergency news; 

  • Gas your vehicles and get fuel for your generators;

  • Pull cash from the ATM in case of power outages;  

  • Don’t drive through flood waters: Almost half of all flash flood deaths happen in vehicles. When in your car, look out for flooding in low-lying areas at bridges and at highway dips. As little as 6 inches of water may cause you to lose control of your vehicle.
