JIC RECOVERY RELEASE NO. 3 - TYPHOON MANGKHUT RECOVERY: GPA Post Storm Typhoon Updates - GHS OCD

Immediately after passage of storm/typhoon conditions with Conditions of Readiness (COR 1) issued, the Guam Power Authority will begin its restoration of service process.

Critical restoration priorities will include hospitals, critical water wells and wastewater facilities, critical infrastructure facilities e.g. communications, schools, public safety/health and ports of entry.

Residents are asked not to inundate or overwhelm GPA Trouble Dispatch lines with inquiries regarding service restoration. Updates on power restoration will be provided to media, Office of Homeland Security/Office of Civil Defense and posted on GPA’s Facebook page (www.facebook.com/GuamPowerAuthority).

As restoration of power progress and communications systems are restored, the Authority’s Automated Meter Infrastructure or Smart Meter Network will be able to locate outage pockets within the villages and assign line crews to make repairs.

Trouble Dispatchers will receive calls for down live (sparking) lines, damaged poles or blown transformers. If such conditions are present, then please immediately report this situation to GPA's 24-Hour Trouble Dispatch at 475-1472/3/4 or via direct message on GPA’s Facebook page. Please provide exact location or address, contact information and condition of location. Consider such situations as dangerous and life threatening.

Power Line Safety after Storms/Typhoons
See downed overhead lines? Stay away and call GPA Trouble Dispatch at 475-1472/3 or 4. The passage of tropical storms/typhoons often damage power lines, hardware or equipment, exposing people to deadly danger. Keep your family and neighbors safe with these downed-line safety tips.

If You See Downed Power Lines:
1. Do not go near downed lines or fallen wires. 
2. Stay away from anything touching downed lines (tree limbs, vehicles, puddles, etc.). 
3. If someone already made contact with a power line, do not try to rescue them. You can’t help if you become a victim. Call 911. 
4. Report downed power lines to GPA Trouble Dispatch at 475-1472/3 or 4.

Keep Your Distance From Objects Near Overhead Lines:
1.Metal objects like fences and guardrails can become energized if a power line contacts them 
2. Do not attempt to remove tree limbs from power lines.  
3. The ground may be energized near a downed line.  
4. Standing water (puddles from flooding) may be energized from a downed line.  
5. Parked vehicles may be energized from a downed line.  
GPA reminds the public that all fallen lines should be considered “live” and everyone should avoid them severe injury or death.

X Flooding is a temporary overflowing of water onto land that is normally dry. Flooding may happen with only a few inches of water, or it may cover a house to the rooftop. There are many possible causes of floods including heavy rain, coastal storms and storm surge, waterway overflow from being blocked with debris, or overflow of levees, dams, or waste water systems. Flooding can occur slowly over many days or happen very quickly with little or no warning, called flash floods.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
Deposit cigarette butts in the proper receptacle to avoid starting a
Pour water over camp fires and backyard fire pits to ensure they are completely out before leaving them unattended.

Follow directions from local officials. If there are restrictions on water usage, be sure to heed them.

Typhoons/Hurricanes are massive storm systems that form over the water and move toward land. Threats from typhoons/hurricanes include high winds, heavy rainfall, storm surge, coastal and inland flooding, and rip currents.

“Hurricanes” form in the Atlantic Northeast Pacific region and “Typhoons” form in the Northwest Pacific Region. These large storms are call cyclones in other parts of the world.
