President Biden approved Governor Lou Leon Guerrero’s request for Public Assistance for all Categories (A-G and Z) from the Federal Emergency Management Agency (FEMA), which provides government of Guam agencies and certain private non-profit (PNP) organizations, the opportunity to apply for funding reimbursements for the response and recovery efforts for Typhoon Mawar.
“Days leading to Typhoon Mawar’s landfall, we ensured all the steps were taken to maximize the federal support available for recovery. To date, over 19,000 Guam residents have applied for FEMA Individual Assistance with $12.4 million distributed to individuals who suffered damages,” said Governor Lou Leon Guerrero. “Now, with Public Assistance available, we work towards restoring our community as a whole. This includes federal funding reimbursement for government agencies, non-profits, and our faith based organizations who suffered damages.”
“We have a unique opportunity to harden our infrastructure and make critical improvements to promote our resilience,” said Lt. Governor Josh Tenorio. “With Public Assistance now available, our government can apply for financial support for debris removal, protective measures, repair of public buildings and equipment, and public utilities. We encourage government agencies and organizations affected by Typhoon Mawar to submit a request for Public Assistance and learn more today.”
How to Apply:
Eligible subrecipients may register their organization and submit a Request for Public Assistance (RPA) throughFEMA’s Grants Portal. Entities without existing Grants Portal access or in need of updating their access may emailgro@ghs.guam.gov. All RPA submissions must be submitted via Grants Portal.

Applicant Briefings Available:
The Guam Recovery Office (GRO), with the Offices of Guam Homeland Security and Civil Defense, in collaboration with FEMA, will conduct FEMA Public Assistance Applicant Briefings for eligible subrecipients. All attendees are advised to bring their laptops or electronic devices to access Grants Portal. GRO staff will be available to assist with establishing access to Grants Portal Accounts.
