JIC Recovery Release No. 42 - GSWA Update; Typhoon Debris Disposal Sites Update; GPA Update

GSWA Update:

The Guam Solid Waste Authority (GSWA) provides the following updates:

 

Curbside Trash Collection: Effective Monday, June 12, 2023, curbside trash collection services will be provided exclusively to registered GSWA customers, only. Only GSWA issued trash carts will be serviced. Any excess bags must be tagged with GSWA issued trash tags which can be purchased at the GSWA office or any residential transfer station.

 

Curbside Recycle and Bulky Waste Collection: Curbside recycle collection and bulky waste collection services are expected to resume on Monday, June 19, 2023. Customers who have existing appointments will be contacted for rescheduling by a GSWA Customer Service Representative. To cancel an appointment, contact customer service at 671-646-3111 or email customerservice@gswa.guam.gov.

 

Residential Transfer Stations (Harmon, Agat, and Malojloj): The residential transfer stations will resume regular hours of operation – Thursday through Monday, 9:00 am to 5:00 pm, closed on Tuesdays, Wednesdays, and Government Holidays. Effective June 12, 2023, all trash being disposed of at the transfer stations will be charged a fee, and appliances will no longer be accepted.

 

Layon Landfill: The Layon Landfill will return to regular hours of operations – Monday through Friday from 7:00 am to 3:30 pm, and on Saturday from 7:00 am to 2:30 pm. The Hauler-Only transfer station may have extended hours of operation if necessary.

 

Replacement of Lost or Damaged Trash Carts: Replacement carts can still be paid for and picked up at the GSWA office. Additionally, cart delivery scheduling will resume on Monday, June 12, 2023. Customers whose carts are lost or damaged and require a replacement will be charged a replacement fee of $74.75.

Typhoon Debris Disposal Sites UPDATE:

Beginning Monday, June 12, 2023, the following typhoon debris disposal sites effective hours of operation will be 9 a.m. - 6 p.m., seven days a week:

 

  • Dededo Transfer Station

  • Ypao Point, Tamuning

  • Former Tiyan Carnival Grounds in Barrigada

 

Capacities at each site vary, and some waste types may be diverted to other sites with more capacity. Household trash capacity at each site is limited. If any of the typhoon debris disposal sites lack the capacity to accept household trash, residents will be advised to visit the Guam Solid Waste Authority’s (GSWA) residential transfer stations. Residents will incur a fee for household trash disposal at GSWA’s transfer stations beginning June 12, 2023.

 

The DYA Cottage Homes site on Vicente Castro Street in Talofofo is only open for GREEN WASTE.

 

The typhoon disaster debris sites will accept the following waste types:

  • Metallic waste (i.e. ferrous, non-ferrous metals, cans, misc. loose metals and tin)

  • Construction debris (i.e. building materials, drywall, lumber, carpet, furniture, plumbing)

  • Household hazardous waste (i.e. Oil, batteries, pesticides, paint, cleaning supplies,

  • Green waste (i.e. vegetative debris, trees, grass clippings, branches, logs, leaves)

  • Damaged home furniture (i.e. carpet, beds, sofa, tables)

  • Damaged electronic and appliances (i.e. televisions, computers, refrigerators, washers, dryers, stoves)

  • Household trash

 

To ensure efficient flow at each typhoon debris disposal site, residents must PRE-SORT AND SEGREGATE waste prior to arrival at the typhoon debris disposal sites.

 

GEPA personnel will be on-site to inspect debris loads, and waste types not approved for disposal at these three sites will be rejected. The identification, transportation and disposal of household hazardous waste is made possible through the coordination of the Federal Emergency Management Agency and the U.S. Environmental Protection Agency.

 

GPA Update:

The Guam Power Authority (GPA) continues its restoration and post-typhoon recovery efforts. GPA reports that as of 1:00 p.m.:

  • 71.0% of the System Load (Customer Demand) has been restored

  • 51.4% of Customers restored

 

Some areas of focus over the next 1 to 3 days include:

  • Asan Rte 1 NB (P-280)

  • Piti (P-280)

  • Hagåtña Rte 1 NB including Adelup to House of Chin Fe (P-280)

  • Maina (P-280)

  • Dededo, including the village, Liguan Terrace, Ysengsong, Rte 3 (P-270, P-087, P-088, P-089, P-046) [heavy typhoon damaged feeders]

  • Yigo, including Paradise Meadows, Chalan La Chanch, Mataguac areas (P-330, P-331, P-332) [heavy typhoon damaged feeders]

  • Mangilao, Rte 15 in Marbo & Hawaiian Rock areas (P-323)

  • Yona, including Baza Gardens (P-262)

  • Ordot-Chalan Pago (P-250)

  • Toto, including along Roy T Damian St (P-253)

  • Tamuning including Harmon McDonald’s and Taitano Road areas (P-310)

  • Hågat and Santa Rita villages and subdivisions (P-220, P-221, P-222, P-223)

  • Inalåhan (P-261)

  • Målesso village (P-261)

  • Humåtak (P-261)

  • Note: As power lines heat up, weak points of the system will be apparent (e.g., storm damaged transformers, fuse cutouts, lightning arrestors, connections). Crews will do their best to make immediate repairs; if they cannot, they will return to make the repairs as soon as possible.

 

GPA advises that during restoration and recovery, the Island-Wide Power System (IWPS) may be unstable, with fluctuating voltages, power interruptions and intermittencies occurring. Once your power has been restored to your home or businesses, you may experience outages or interruptions. This is not unusual as the grid is fragile and a period of system instability will occur until full restoration is completed. Once your feeder/circuit has been energized, your power will return, even as interruptions or outages happen.
