At 7:00am ChST, TD 23W center was located at Latitude13.4 degrees North and Longitude 155.3 degrees east moving west at 21 mph. It is expected to turn northwest and slow down its forward speed later today. Maximum sustained winds are 30 mph.
Guam can expect heavy rains at times throughout the weekend and flooding in low lying areas possible from Sunday evening through Monday. We caution residents and visitors to protect themselves against any flooding, should flood watches or warning be issued.
Winds will be gusty and seas hazardous for small craft vessels near TD 23W.
