JIC RELEASE NO. 535 - Governor Leon Guerrero Signs Executive Order No. 2021-01;DPHSS Vaccination Clinic at Okkodo High School for SecondDose Patients January 18;Food Commodities Distribution Through Village Mayors Continues

Governor Leon Guerrero Signs Executive Order No. 2021-01

Today, Governor Lou Leon Guerrero signed Executive Order No. 2021-01 relative to declaring Pandemic Condition of Readiness 2 (PCOR 2), and orders such that:

• EFFECTIVE AT 8:00AM ON MONDAY, JANUARY 18, 2021, Guam will be in Pandemic Condition of Readiness 2 (PCOR 2). Under PCOR 2, most activities will be permitted to operate under moderate restrictions;

• EFFECTIVE AT 8:00AM ON SATURDAY, JANUARY 16, 2021, indoor dining shall be permitted at eating and drinking establishments at no more than fifty percent (50%) of the occupancy load, subject to requirements and limitations set forth in applicable DPHSS Guidance, including the requirement that no more than six (6) people be seated together when dining indoors, with six (6) feet distance between tables. Outdoor dining shall be permitted with no more than fifteen (15) persons per table or per party;

• EFFECTIVE AT 8:00AM ON SATURDAY, JANUARY 16, 2021, amusement parks, bingo halls, gamerooms, movie theaters, and similar businesses and activities will be authorized to operate at occupancy of no more than fifty percent (50%) of the occupancy load;

• NO SOONER THAN JANUARY 18, 2021, as indicated in Executive Order No. 2020-46, public and private schools may resume in-person instruction. Such instruction shall operate in accordance with applicable DPHSS Guidance; and

• EFFECTIVE TUESDAY, JANUARY 19, 2021, all government of Guam offices, agencies, and departments shall recommence any public operations still suspended, including making accommodations for walk-in services. Agency heads may use their discretion to authorize employees to telework when appropriate, provided that such agencies ensure availability of direct services to the general public. All government of Guam employees previously engaged in teleworking and on regular work status are expected to physically report to duty within two (2) hours of receiving notice from their supervisors. Government of Guam offices, agencies, and departments will abide by applicable DPHSS Guidance in their operations. 

Except for such business and activities specifically prohibited under applicable DPHSS Guidance, all businesses and activities are now permitted to operate under such occupancy limits as set forth in applicable DPHSS Guidance.

All allowed activities shall be conducted utilizing mitigation measures including, but not limited to, social distancing of at least six (6) feet and posting of appropriate signage; frequent cleaning of all surfaces; mandating the wearing of face masks unless engaged in physical exercise or eating; and permitting/encouraging teleworking.

Individuals and businesses who fail to comply with applicable DPHSS Guidance Memoranda and Directives may be subject to fines pursuant to 10 G.C.A. §19802 and 26 GAR Chapter 4 Article 28, as well as any other penalties available under Guam law. DPHSS and affected agencies may enforce applicable enforcement statutes and regulations with the assistance of the Guam Police Department. 

All prior Executive Orders remain in full force and effect except to the extent they conflict with this Order.

DPHSS Vaccination Clinic at Okkodo High School for Second Dose Patients January 18
The Department of Public Health and Social Services (DPHSS), in partnership with the Office of the Governor, Guam Department of Education (GDOE), Mayors’ Council of Guam (MCOG), Department of Public Works (DPW), Guam Department of Labor (GDOL), Guam Fire Department (GFD), Guam Police Department (GPD), Guam National Guard (GUNG), University of Guam (UOG) School of Nursing and Health Sciences, and the Serve Guam Commission which oversees the AmeriCorps Guam Program, will resume its COVID-19 vaccination clinic on Monday, January 18, starting at 8:30 a.m. at Okkodo High School in Dededo. This vaccination clinic is for Phase 1b 75 years and older and others who are due for their second dose, and received their first dose of Pfizer-BioNTech COVID-19 vaccine on December 28, 2020. 

Those who are due for their second dose are reminded to bring their immunization card to the vaccination clinic so it may be properly documented. First-come, first-served. For the safety of the community, walk-ins will not be accepted. Please bring a photo ID.

Pre-screening Eligibility Vaccinations

In order to take the COVID-19 vaccine, you must meet the following pre-screening eligibility criteria*:

• Must not be currently infected with COVID-19, or previously exposed within the last 14 days
• Must not have received any other vaccine, such as the flu shot, in the last 14 days

*Please note: If this is your first time receiving the COVID-19 vaccine, please make sure you have never taken other COVID-19 vaccine products.

V-Safe Vaccine Symptom Monitoring 
Individuals who have received the COVID-19 vaccine are encouraged to register for the tool called v-safe, offered by the U.S. Centers for Disease Control and Prevention (CDC). V-safe is a smartphone-based tool that uses text messaging and web surveys to provide personalized health check-ins after you receive a COVID-19 vaccination. Through v-safe, you can quickly tell CDC if you have any side effects after getting the COVID-19 vaccine. Depending on your answers, someone from CDC may call to check on you. V-safe will remind you to get your second COVID-19 vaccine dose if you need one. Sign up for v-safe with your smartphone’s browser at https://vsafe.cdc.gov.

Food Commodities Distribution Through Village Mayors Continues
The Guam Department of Education (GDOE), State Agency for the Emergency Food Assistance Program (TEFAP) under the U.S. Department of Agriculture (USDA) Food Nutrition Service (FNS) continues the distribution of food commodities through each mayor at the village level. Recipients will receive TEFAP food commodities per household that may include elbow macaroni, instant milk, canned pears, canned mixed fruits, tomato sauce, spaghetti sauce, canned beef, canned chicken, frozen shrimp, kidney beans, pistachios, oat circle cereal, bottled orange juice, and banana chips. Food commodity distribution in each village will be available to village constituents only and residents should call their respective mayor’s office for more information. Participants are reminded to wear a mask, maintain physical distancing, and follow all traffic directions and signage.
