JIC RELEASE NO. 507 - DPHSS COVID-19 Vaccination Clinic Monday, December 28 – Wednesday, December 30;DPHSS Issues Guidance Memo 2020-47 - GHS OCD

At the recommendation of the Advisory Committee on Immunization Practices (ACIP), and in consultation with the Vaccine and Antiviral Prioritization Policy Committee (VAPPC), the Department of Public Health and Social Services (DPHSS) will now include elderly adults ages 75 years and older in the Phase 1b priority group to receive the COVID-19 vaccine. According to the U.S. Centers for Disease Control and Prevention (CDC), this population is at the highest risk for COVID-19-related hospitalization and death.

DPHSS will resume COVID-19 vaccinations for part of Phase 1b on Monday, December 28 through Wednesday, December 30, from 9 a.m. to 3 p.m. at Okkodo High School in Dededo. The school cafeteria and gymnasium will be set up as a temporary vaccination clinic. A government-issued ID is required and participants will be asked to present a list of their current doctor-prescribed medication.

Upon successful pre-registration, you will be instructed by your village mayor’s office to report to Okkodo High School between Monday, December 28 through Wednesday, December 30, from 9 a.m. to 3 p.m. Only one escort per individual is allowed. DPHSS staff will also be on-site to provide assistance to individuals requiring special accommodations to enter the vaccine clinic.

Pre-screening Eligibility for Vaccinations

In order to take the COVID-19 vaccine, you must meet the following pre-screening eligibility criteria:

Must not be currently infected with COVID-19, or previously infected within the last 14 days
Must never have taken other COVID-19 vaccine products
Must not have received any other vaccine, such as the flu shot, in the last 14 days

DPHSS Issues Guidance Memo 2020-47

On Wednesday, the Department of Public Health and Social Services (DPHSS) issued Guidance Memo 2020-47, to advise the public of restrictions and allowances for business and government operations in accordance with Executive Order No. 2020-45 during the current Pandemic Conditions of Readiness 1 (PCOR 1).

SOCIAL GATHERINGS & ACTIVITIES INCREASED FROM TEN (10) INDIVIDUALS TO FIFTEEN (15) INDIVIDUALS: Effective at 8:00 AM, December 24, 2020, congregation is permitted, but not to exceed fifteen (15) individuals who all must wear face masks, and if not from the same household, maintain social distancing of 6 feet; including:
RUNNING, WALKING, BIKING, AND OTHER RECREATION AND NON-CONTACT EXERCISE is authorized on public roadways, beaches, and parks, provided there are no more than 15 individuals per group.
- RECREATIONAL BOATING by single household unit, and boat charters, where 6 feet distancing can be maintained by everyone on board, is authorized. Boat charters may not permit congregations that exceed 15 persons.
GOVERNMENT OF GUAM PARKS AND BEACHES: Effective 8:00 AM, December 24, 2020, Government of Guam parks and beaches shall be open to the public and congregations shall be limited to no more than 15 persons.
SWIMMING POOLS (PRIVATE AND PUBLIC): Effective 8:00 AM, December 24, 2020, swimming pools (private and public) are authorized to operate subject to applicable DPHSS guidance. To the extent individuals congregate at swimming pools, such congregations shall be limited to no more than fifteen (15) persons, and such that:
- Pool operators adhere to DPHSS Guidance Memorandum 2020-17 (Minimum Requirements for Operations of Swimming Pools and Waterparks)
- No more than fifteen (15) individuals per group at poolside who must maintain six (6) feet of distance between them if not from the same household.
INDOOR DINING FOR EATING AND DRINKING ESTABLISHMENTS: Effective 8:00 AM, December 26, 2020, indoor operations for eating and drinking establishments may operate such that:
- in-person indoor dining is limited to 25% of the occupancy load with no more than six (6) persons per table per party, with six (6) feet distance between each party.
- customers must wear face masks when speaking with the employees;
- all tables between different parties must be at least 6 feet apart or have a physical barrier between the parties which is of sufficient height and width;
- all customers are permitted to enter the establishment to use the restrooms; and
- a written record is maintained, which provides the following information that must be readily available to DPHSS, when requested:
  - Date and time of the visit;
  - Name of the individual(s);
  - Assigned server and table;
  - Number of people; and
  - Phone and/or email.
- the business must verify the name of the individual and maintain this record for a period of 30 days from the date of service.
- outdoor dining is limited to no more than ten (10) persons per table per party, with six (6) feet distance between each party.
- outdoor dining area may be covered to protect from the elements but shall not be enclosed by more than two walls.
- food courts or Eating and Drinking Establishments are authorized for In-Person Indoor Dining, Outdoor Dining, and/or take out only

Businesses and services not authorized for on-site operations at this time include:

Bars and taverns;
Reservations to celebrate private functions (i.e., anniversaries, birthdays, weddings, graduations) at Eating and Drinking Establishments where the total number of guests exceed fifteen (15) individuals;
Boat charters for congregations that exceed fifteen (15) individuals;
Educational institutions, including public and private K-12 schools, colleges, and universities and those staff not engaged in distance learning or not performing critical functions;
Theaters and museums;
Tourist attraction sites and venues;
Movie theaters;
Contact sporting events of all types and non-contact sports competition or organized games;
Amusement parks, bingo halls, game rooms, and similar businesses and activities;
Senior Centers; and
Other businesses and services identified by the DPHSS.

Exemption Request From Government Quarantine Must Be Made Online
DPHSS reminds all critical services workers, essential healthcare professionals, and passengers with medical emergencies seeking restriction of movement or exemptions from the Government of Guam Quarantine Facility following off-island travel to submit their requests online at dphss.guam.gov/quarantine. Requests must be submitted at least 10 days prior to arrival. DPHSS reviews requests in the order in which they are received and will only review requests submitted online.

The Guam Behavioral Health and Wellness Center (GBHWC) has a Crisis Hotline that is available 24/7 at (671) 647-8833/4. For those feeling anxious, stressed, overwhelmed or are needing to talk to someone, GBHWC has experienced providers available and ready to assist the community with any heightened stress and anxiety experienced as a result of COVID-19.

There are many possible causes of floods including heavy rain, coastal storms and storm surge, waterway overflow from being blocked with debris, or overflow of levees, dams, or waste water systems. Flooding can occur slowly over many days or happen very quickly with little or no warning, called flash floods.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
