The Department of Public Health and Social Services (DPHSS) tested 53 individuals for COVID-19 on Friday, May 15, 2020 with conclusive results. Zero tested positive through DPHSS and 53 tested negative for SARS-CoV-2.
This evening’s results include samples from clinics, the Guam Memorial Hospital, and samples from the COVID-19 expanded testing at public housing units for the elderly in Agat. DPHSS has targeted areas where infection may occur due to lack of access to health care and in facilities where the elderly reside.
To date, there have been 154 cases confirmed through COVID-19 testing provided with 5 deaths and 124 released from isolation. When a patient is released from isolation, he or she is no longer considered infectious. DPHSS uses CDC’s test-based criteria for releasing patients from isolation. This requires COVID-19 patients to have two consecutive negative tests at least 24 hours apart before being released from isolation. All remaining cases are in isolation.
Executive Order 2020-15
Today, Governor Lou Leon Guerrero signed Executive Order 2020-15 relative to the extension of the Disaster Relief Program – Prugråman Salåppe’ Ayudon I Taotao application period to June 12, 2020.
A total of 1,200 checks have been cut to date totaling $750,000.
All program recipients who are currently eligible and receiving benefits and those who have submitted an application but have not yet been processed under any of the public assistance programs: Supplemental Nutrition Assistance Program (SNAP); Medicaid; MIP; Cash Assistance Programs (CAP); and Child Care Development Fund (CCDF) Block Grant, will not need to submit a new application form to receive the Disaster Relief Program cash assistance. DPHSS will provide a listing of all enrolled households to the Department of Administration (DOA). DOA will mail checks to the Head of the Household.
How to Apply:

Download and complete the “Disaster Relief Cash Assistance Program Application” available on the Department of Public Health and Social Services website (dphss.guam.gov). The application is also available at the respective village Mayor’s Offices.

Send the signed application by email to PublicAssistance@dphss.guam.gov or submit it to the Drop Box located at Castle Mall in Mangilao, Room 16 between the hours of 8 a.m. and 5 p.m., Monday through Friday, excluding holidays.
Eligibility Criteria:

Total household’s gross monthly income must be equal to or below the 165% of the Federal Poverty Level

Head of Household must be 18 years old and above

Must provide proof of 6 months residency on Guam (examples: Landlords Statement, GHURA Contract), Statement of Living Arrangement (if living with individuals other than your family, Mayors Verification)

Must provide valid identification documents (Head of Household and its members): Driver’s License, or Guam Identification Card or Passport

Copy of each household member’s Social Security Card

DPHSS Guidance Memorandum 2020-08
DHPSS has issued Guidance Memorandum 2020-08 which provides for additional businesses to operate during Pandemic Condition of Readiness 2 (PCOR 2). In addition to business operations and activities permitted during PCOR 1 and the businesses approved for operations in PCOR 2 (DPHSS Guidance Memorandum 2020-07), the following are also authorized:
