NEWS: President Trump Approves Major Disaster Declaration for Guam – Individual Assistance Still Under Review

Hagåtña – A Major Disaster Declaration was approved for Guam.

Governor Calvo submitted a request after Typhoon Mangkhut struck the Marianas on September 10, 2018. The request for Individual Assistance is still under review.

The request for Public Assistance and the Hazard Mitigation Grant Program were awarded. They include:
  1. Public Assistance provides grants to state and local governments and certain nonprofit entities to assist them with the response to and recovery from disasters. 
    1. Public Assistance projects may fall into the following categories: 
                                                              i.      Category A:  Debris removal
                                                            ii.      Category B:  Emergency protective measures
                                                          iii.      Category C:  Road systems and bridges
                                                          iv.      Category D:  Water control facilities
                                                            v.      Category E:  Public buildings and contents
                                                          vi.      Category F:  Public utilities
                                                        vii.      Category G:  Parks and other recreational facilities 
  1. Hazard Mitigation Grant Program, which will assist Guam in building back stronger, reducing long-term risk to life and property from natural hazards.
 
“The Declaration will provide federal aid to supplement local recovery efforts throughout the island, especially for the critical infrastructure,” stated Governor Calvo. “While federal aid for individuals and households has not yet been approved, I do believe the people of Guam suffered a great deal. I look forward to a favorable decision from the President.” 

Lt. Governor Ray Tenorio added, “I visited families who were displaced by the storm, and although our people are resilient, FEMA’s help is needed here on Guam. We remain hopeful that Individual Assistance will be approved.” 

President Trump has appointed Benigno Bern Ruiz as the Federal Coordinating Officer (FCO) for recovery operations on Guam. Ruiz is also the FCO for CNMI to support coordination and recovery efforts from the effects of Typhoon Mangkhut.
