DISASTER PREPAREDNESS FACT SHEETS
A tropical storm warning remains in effect for Guam, Rota, Tinian, and Saipan. East winds of 34 to 39 mph with gusts to 49 mph are expected to subside to below damaging winds at 24 to 29 mph this afternoon.
A flash flood watch remains in effect for Guam, Rota, Tinian, and Saipan through Thursday morning.
An urban and small stream flood advisory is in effect for Guam and Rota. Widespread moderate rain with embedded heavy showers is expected across Guam and Rota. Over 3 inches of rain has fallen across both islands since midnight, and another inch or more is likely through 10:45 a.m. This will likely result in minor flooding of roads and low-lying areas. Rivers and streams are elevated from recent rainfall and ponding of water in urban and low-lying areas is occurring or is imminent. Residents living near rivers and streams should pay attention to water levels. Motorists should avoid flooded roads.
A high surf warning remains in effect for Guam, Rota, Tinian, and Saipan until 6 a.m. Thursday. Dangerous surf of 15 to 20 feet is expected along north and east facing reefs today. Combined seas of 15 to 20 feet will diminish to 14 to 17 feet this afternoon. Seas will remain hazardous into the weekend. Dangerous conditions are expected for vessels of all sizes. Remain in port until seas and winds subside.
The community is advised to practice caution even after Condition of Readiness (COR) 4 is declared. If outdoor activities are planned, have alternate plans in place as windy conditions will persist through today. Avoid the ocean; rip currents are life-threatening.
COR 4 – GovGuam to Open; Schools Update
Governor Lou Leon Guerrero anticipates placing Guam in COR 4 by 11 a.m. All GovGuam personnel are advised to report to work by 1 p.m.
Guam Department of Education (GDOE) classes, to include after school sports activities and the ASPIRE program, will remain closed for the day. Additional information regarding make-up days will be issued at a later time. GDOE employees should report to work two hours after the declaration of COR 4.
Catholic schools, DoDEA, and charter schools will also remain closed today.
The University of Guam and the Guam Community College will resume classes upon the declaration of COR 4.
Utility Update
All Guam Power Authority (GPA) Customer Service centers at Julale Shopping Center, GPWA in Upper Tumon, and Fadian Main Office opened for business at 8 a.m. GPA’s Call Center and Pay By Phone are open as well. GPA reports that major circuits have been restored with line crews working on isolated pocket outages. Low voltage conditions have also been cleared. More line crews will be coming on board through the morning. Residents can report power outages or downed power lines to the GPA dispatch at (671) 475-1472/3/4.
The Guam Waterworks Authority (GWA) upper Tumon office opened for business at 7:30 a.m. Other GWA locations will follow at the declaration of COR4.
