JIC RELEASE NO. 675 - DPHSS Issues Guidance Memo 2020-11 Rev 11 Amendment 1;One of 107 Test Positive for COVID-19; Vaccination and Testing Schedule;Food Commodities Distribution Continues Next Week

DPHSS Guidance Memo 2020-11 Rev 11 Amendment 1
Today, the Department of Public Health and Social Services (DPHSS) issued an amendment to DPHSS Guidance Memo 2020-11 Rev 11 which provides additional guidance relative to arriving passengers from areas with no (active) cases or imported/sporadic cases of COVID-19. DPHSS Guidance Memo 2020-11 Rev 11 Amendment 1 allows for arriving passengers originating from a country with a transmission clarification to quarantine for 10 days at their personal residence or rental lodging.

DPHSS Guidance Memo 2020-11 Rev 11 Amendment 1 defines the basis of transmission classification as a process of country, territory or area self-reporting. Classifications are reviewed on a weekly basis and may be revised as new information becomes available. Differing degrees of transmission may be present within countries/territories/areas. DPHSS Guidance Memo 2020-11 Rev 11 Amendment 1 references the World Health Organization’s definitions of “no (active) cases,” and “imported/sporadic cases” as follows:

  • No (Active) Cases: No cases detected for at least 28 days (two times the maximum incubation period) in the presence of a robust surveillance system. This implies a near-zero risk of infection for the general population.
  • Imported/Sporadic Cases: Cases detected in the past 14 days are all imported, sporadic (e.g., laboratory acquired or zoonotic) or are all linked to imported/sporadic cases, and there are no clear signals of further locally acquired transmission. This implies a minimal risk of infection for the general population.

Additional requirements and restrictions may apply and are further detailed in DPHSS Guidance Memo 2020-11 REV 11 Amendment 1. To view the complete guidance in its entirety, click HERE. Travelers are advised that DPHSS Guidance Memo 2020-11 REV 11 Amendment 1 is subject to change without notice.
