Governor Leon Guerrero Signs Executive Order No. 2021-09
Today, Governor Lou Leon Guerrero signed Executive Order No. 2021-09, relative to extending the public health emergency declaration to respond to COVID-19, and orders such that:

  • The public health emergency shall be extended an additional thirty (30) days and is now set to expire on Monday, May 31, 2021

  • Guam continues to be in Pandemic Condition of Readiness 3 (PCOR 3)

  • Administrative provisions to authorize:

    • Personnel and Procurement. Pursuant to Sections 19505 and 19803 of Chapter 19, Title l0, Guam Code Annotated, Executive Order 2021-09 authorizes hiring, overtime, and any procurement or purchases related to this public health emergency for all government of Guam agencies responding to this emergency.

    • Guam Homeland Security/Office of Civil Defense (GHS/OCD) to be Lead Agency for Logistics. GHS/OCD shall be the lead agency for logistical organization and direction of resources and procurement of any goods and services relative to this public health emergency. Any procurement or purchase undertaken to respond to this public health emergency is not being utilized for the purpose of avoiding provisions of the Guam Procurement Law.

    • Authorization for Overtime. Authorization is given for the payment of overtime for government of Guam employees, to work in excess of forty (40) hours a week to mitigate and respond to the effects of COVID-19. The Governor of Guam or her designee shall determine the eligibility of overtime expenditures resulting from work performed by government agencies. The Department of Administration and Bureau of Budget Management and Research are directed to ensure that any authorized and unpaid overtime owed to government of Guam employees is paid in accordance with applicable law. Executive Order No. 2012-01 is hereby rescinded.

    • Documentation of Expenses. All departments and agencies are instructed to keep appropriate documentation on all emergency expenses related to this public health emergency for inspection by the Executive and Legislative Branches and by the Public Auditor of Guam, and as required as conditions of federal assistance.

    • Guam National Guard. The Adjutant General is authorized to issue any additional active duty orders for the mobilization of such National Guard personnel and equipment as she may determine to protect life and safety, to continue essential public services, and to prevent undue loss and suffering.

Results: Five New Cases of COVID-19
Five (5) new cases of COVID-19 were identified out of 429 tests performed on Thursday, April 29. To date, there have been a total of 7,964 officially reported cases of COVID-19 with 136 deaths, 89 cases in active isolation, and 7,739 not in active isolation. The CAR Score is 0.7.

The community is reminded to remain vigilant:

  • Remain home if you are sick. Keep away from others who are sick and limit face-to-face contact with others.
  • Keep a safe distance of 6 feet or more between yourself and others who are outside of your household.
  • Wash your hands often with soap and water for at least 20 seconds. If soap and water are not readily available, use alcohol-based hand sanitizer that contains at least 60% alcohol.
  • If visiting elderly family members, continue to practice social distancing to protect those you love.

Food Commodities Distribution Continues 
The Guam Department of Education (GDOE), State Agency for the Emergency Food Assistance Program (TEFAP) under the U.S.Department of Agriculture Food Nutrition Service distribution will be available to village constituents only on a first come, first served basis. A limit of three households per vehicle will be serviced at the distributions. Face masks must be worn. Bring a photo ID. Village Mayors distribution schedule is as follows:

GDOE Student Tests Positive for COVID-19
Today, GDOE confirmed one case in which an individual tested positive for COVID-19. The individual has been identified as a student at Southern High School. The student attends courses online and is a student-athlete. GDOE, in collaboration with DPHSS, has identified and notified the individuals who were in close contact with this individual. The contacts will remain in quarantine and the index case is in isolation until cleared by DPHSS. Areas of the school campus have been cleaned and disinfected. Regular hours of operations will resume on Monday, May 3.
