Governor Lou Leon Guerrero will place Guam in Condition of Readiness (COR) 1 at 10 p.m. this evening, October 9, 2023. At COR1, destructive winds are possible within the next 12 hours.
Simultaneously, Joint Region Marianas (JRM), Naval Base Guam (NBG), Andersen Air Force Base (AAFB), and Marine Corps Base Camp Blaz (MCBCB) will also be in Tropical Cyclone Condition of Readiness (TCCOR) 1 at 10 p.m., Monday, October 9, 2023. The Department of Defense (DoD) will delay implementing some of the TCCOR1 actions to minimize impact to installation services. Disaster Declaration Approved for Guam:
Today, President Biden approved Governor Leon Guerrero’s request for a Presidential Disaster Declaration in response to Tropical Storm Bolaven. The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the designated areas in Guam, as authorized under Title V of the Stafford Act.
Bolaven Update
As of 4 p.m., Tropical Storm Bolaven was located near 11.4 degrees north latitude and 149.2 degrees east longitude, about 330 miles east-southeast of Guam, moving west-northwest at 10 mph, with maximum sustained winds of 65 mph. Bolaven is forecast to intensify through Tuesday, possibly becoming a typhoon Tuesday morning.
Tropical storm force winds of 39 mph or more are expected for Guam as early as Tuesday midday and lasting through Wednesday. At this time, the closest point of approach to Guam is 8 p.m. Tuesday. This could change.
Tropical Storm Bolaven should not be underestimated. All islands will feel the passage of Bolaven, but any one, or two, islands could face a direct hit (maximum intensity).
GIAA Update:
Airlines will continue all scheduled flights through this evening. Airport, regulatory, food and beverage and retail will continue passenger processing and passenger service until the last flight leaves and will prepare to open upon declaration of COR 4 and first flight arrives after the storm.
