VAPPC Approves Four Additional Eligibility Groups for COVID-19 Vaccinations
The Vaccine and Antiviral Prioritization Policy Committee (VAPPC), during its meeting on Monday, February 1, 2021, approved expanded eligibility for individuals who are also considered Phase 1a essential workers as defined by the U.S. Centers for Disease Control and Prevention (CDC) recommended guidelines for phasing categories:
- Mayors’ Council of Guam (limited to mayors, vice mayors and mayoral staff)
- Funeral homes, mortuary, and cemetery staff
- Service providers contracted with the Department of Public Health and Social Services (DPHSS) Division of Senior Citizens providing direct patient or client care, such as transportation for medical appointments, homebound meals, in-home services, caregiver services, case management, shelter care, adult daycare, and other direct services
Additionally, the VAPPC approved the expansion of the Phase 1c category, which now includes:
- Individuals 55 years of age and older
Effective immediately, these additional groups will be accepted at all vaccination sites. Additional groups may be added upon further evaluation of vaccination supply levels, participation from the new eligibility groups, and compliance from patients who are due for their second doses.
Results: 21 New Cases of COVID-19
Twenty-one (21) new cases of COVID-19 were identified out of 895 tests performed by the DPHSS on Sunday, January 31, and tests from additional labs from Friday, January 29 to Sunday, January 31. Eighteen (18) cases reported recent travel history and were identified in quarantine. One (1) case was identified through contact tracing.
To date, there have been a total of 7,608 officially reported cases of COVID-19 with 129 deaths, 102 cases in active isolation and 7,377 not in active isolation.

The ideal long-term goal is to sustain a CAR Score of 2.5 or less, which has been shown to correlate with very low to zero COVID-related hospitalizations and deaths.

UPDATE: COVID-19 Vaccination Schedule for February 2-6
DPHSS, in partnership with the Office of the Governor, the Guam National Guard (GUNG), Guam Department of Education (GDOE), University of Guam (UOG) School of Health, Mayors’ Council of Guam (MCOG), Department of Public Works (DPW), Guam Department of Labor (GDOL), Guam Fire Department (GFD), Guam Police Department (GPD), the Serve Guam Commission which oversees the AmeriCorps Guam Program and the Offices of Guam Homeland Security and Civil Defense (GHS/OCD), continues COVID-19 vaccination clinics for eligible residents.
Clinics will take place at Okkodo High School on Tuesday, February 2 from 8:30 a.m. to 3 p.m. and UOG Fieldhouse on Tuesday, February 2 through Saturday, February 6 from 1 p.m. to 7 p.m.
Eligible residents are advised to schedule an appointment online via Eventbrite at the links provided above. A limited number of walk-ins will be accepted hourly.
Please bring a digital or hard copy appointment confirmation and a photo ID. Those due for their second dose are reminded to bring their COVID-19 immunization card. This ensures quicker processing and proper documentation.
Pre-screening Eligibility for COVID-19 Vaccinations
To take the COVID-19 vaccine, you must meet the following pre-screening eligibility criteria*:
- Must not be currently infected with COVID-19 or previously exposed within the last 14 days
- Must not have received any other vaccine, such as the flu shot, in the last 14 days
*Please note: If this is your first time receiving the COVID-19 vaccine, please make sure you have never taken other COVID-19 vaccine products. Please visit dphss.guam.gov to view the pre-screening eligibility.
V-Safe Vaccine Symptom Monitoring
Individuals who have received the COVID-19 vaccine are encouraged to register for the tool called v-safe, offered by the U.S. Centers for Disease Control and Prevention (CDC). V-safe is a smartphone-based tool that uses text messaging and web surveys to provide personalized health check-ins after you receive a COVID-19 vaccination. Through v-safe, you can quickly tell CDC if you have any side effects after getting the COVID-19 vaccine. Depending on your answers, someone from CDC may call to check on you. V-safe will remind you to get your second COVID-19 vaccine dose if you need one. Sign up for v-safe with your smartphone’s browser at https://vsafe.cdc.gov.
Free COVID-19 Community Testing Thursday, February 4 at Yigo Gym
DPHSS, in collaboration with the MCOG, GUNG, DPW, GPD, GFD, UOG School of Health, and other GovGuam and Federal Agencies, resumes COVID-19 community testing on Thursday, February 4, 2021, at the Yigo Gym from 9 a.m. to 12 p.m. DPHSS will offer up to 300 COVID-19 tests on a first-come, first-served basis. Residents are reminded that this event is a COVID-19 community testing and NO VACCINATIONS will be offered at this location.
For the safety of the community and the nurses, only four (4) people per vehicle are allowed to be tested. No symptoms are needed to qualify for testing. Please bring a picture ID.
The Northern Region Community Health Center (NRCHC) will remain open for COVID-19 testing by appointment only and can be contacted by calling 635-7525/6.
GBHWC Crisis Hotline
The Guam Behavioral Health and Wellness Center (GBHWC) has a Crisis Hotline available 24/7 at (671) 647-8833/4. For those feeling anxious, stressed, overwhelmed or are needing to talk to someone, GBHWC has experienced providers available and ready to assist the community with any heightened stress and anxiety experienced as a result of COVID-19.
