JIC Release No. 21 - Slow-Moving Sinlaku Extends Guam’s Peak Conditions; Schools Remain Closed Tomorrow; Utilities Update

Guam remains in Condition of Readiness (COR) 1. Joint Region Marianas remains in TCCOR 1E, indicating destructive winds of 50 knots (57 mph) or greater are occurring. Installation access points are closed, with the exception of U.S. Naval Hospital Guam for emergency department access only. REMAIN INDOORS UNTIL COR 4 IS ANNOUNCED.

As NWS forecast, peak conditions continue into Tuesday night. Rainbands are currently moving over Guam.  Gusts between 70-80 mph have already been recorded on the island, and may persist until Wednesday morning.

Guam remains under both a tropical storm warning and a typhoon watch. As of 8 p.m., Sinlaku was located 14.7N and 145.9E, 115 miles northeast of Guam. It is moving northwest at 3 mph with maximum sustained winds of 150 mph. 

The current forecast track maintains the center of Sinlaku passing over or near Tinian and Saipan as a destructive Category 4 typhoon late this evening.

Guam can expect:
  • While the closest point of approach to Guam has occurred, the super typhoon has been nearly-stationary in the hours following CPA.  This slow movement has resulted in the eye not shifting in any significant way from the channel between Tinian and Rota.
  • Even though the closest point of approach has passed, damaging winds will persist across the island, posing ongoing risks to public safety, infrastructure, and power lines. Remain indoors. 
  • Peak conditions, with damaging, tropical storm force winds, sustained at 40 to 60 mph, with gusts 60 to 80 mph, and heavy rain are expected through Tuesday evening.
  • Tropical storm force winds of 39 mph or more are expected to continue until Wednesday afternoon.
  • Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until the end of the week.

No Classes Wednesday:
All Guam Department of Education (GDOE) schools will remain closed tomorrow as the island is currently under COR 1. Schools will continue to be closed until the Governor declares COR 4 and GDOE has completed all necessary inspections and cleaning to ensure campuses are safe to reopen.

Catholic schools, the Guam Community College and the University of Guam will also remain closed while Guam is at COR 1. As with our public schools, these organizations are scheduled to re-open when COR 4 is declared and determinations are made that individual campuses are safe for students and staff.

GPA Update:
Guam Power Authority (GPA) crews have been secured from aerial (bucket truck lift) work due to dangerous wind and strong gusts from Super Typhoon Sinlaku. However, crews continue to work on the ground as needed for other repairs so long as it is safe to do so. Power outages and fluctuations are expected during typhoon conditions. Safety remains the top priority and the crews are prepared to immediately begin key assessments and restoration efforts as soon as winds decrease to safe levels. We ask the community for their patience and understanding as we get through the storm together. Please continue to pray for the safety of our crews.

GWA Update:
The Guam Waterworks Authority (GWA) is aware of multiple outages throughout the island as a result of the super typhoon. As of 7 p.m., 79 wells remain online, with 19 wells on the island-wide power system, and 60 wells on standby power generation. GWA sewer pump stations and wastewater treatment plants remain online. No reports of backups or sanitary sewer overflows (SSOs) have been reported to GWA at this time.

Customers are urged to contact GWA dispatch by calling 671-646-4211 or emailing dispatch@guamwaterworks.org to report any water issues like low to no water pressure, and wastewater issues like backups and SSOs. GWA crews will respond to reports as soon as weather conditions permit.
