Guam, and the respective military bases, remain in Condition of Readiness (COR) 1, and Tropical Cyclone Condition of Readiness (TCCOR) 1.

Guam remains under both a tropical storm warning and a typhoon watch. While the threat of typhoon force winds has significantly diminished for Guam, this remains a serious weather event. As of 8 a.m., Sinlaku was located 14.1N and 146.7E, 140 miles east-northeast of Guam. It is moving northwest at 7 mph with maximum sustained winds of 165 mph. Gusts between 70-80 mph have already been recorded on Guam.
What to Expect for Guam

Tropical storm force winds of 39 mph or more are expected to continue until Wednesday afternoon.

Damaging, tropical storm force winds, sustained at 40 to 60 mph, with gusts 60 to 80 mph, and heavy rain are expected through early evening Tuesday.

Peak conditions Tuesday, with heavy rain bands alongside destructive winds.

Closest point of approach to Guam is between 2-4 p.m. Tuesday.
Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until the end of the week.
GPA Update:
The Guam Power Authority (GPA) crews continue with power restoration efforts at this time. GPA is aware of multiple outages caused by storm winds including down transmission lines affecting most customers in the southern part of the island which crews are prioritizing along with critical feeders. As wind gusts increase additional outages are likely. Crews will stand down when line supervisors out in the field determine it is necessary, but so far continue to work on recovery.
The system has now severed itself between the north and the south. However, as of this time, power continues to flow to about 50% of the distribution feeders. The major objective is to avoid a total system blackout because it would provide a quicker recovery for everyone. The GPA crews continue to work tirelessly.

GWA Update:
The Guam Waterworks Authority (GWA) crews are currently assessing their infrastructure. As of this morning., 4 wells are offline due to power fluctuations. Offline wells are affecting water reservoir levels and causing low to no water pressure in parts of Dededo and Barrigada. GWA electricians are working to resolve electrical issues in these wells, and GPA is on standby to provide generators if necessary. At this time, 94 deep wells are online, with 62 wells on the island-wide power system and 32 wells on standby generator power.
As of 8 a.m., GWA received report of the following areas with no water:

The Ugam Water Treatment Plant remains online on standby generator power. GWA sewer pump stations and wastewater treatment plants are all online. No reports of backups or sanitary sewer overflows (SSOs) have been reported to GWA at this time.

Transition Waste Disposal Sites Not Open
The Joint Information Center is aware of an unofficial photo circulating on social media that identifies temporary sites to dispose of waste — a regular public service offered following major storms. While the photo accurately reflects ongoing discussions, the JIC would like to stress that these locations are preliminary, not final, and that changes are possible before these sites open. The public is advised to not go to any site to dispose of trash and debris until an official announcement of locations and operating hours is made.
Premature disposal, even at sites that will be operating to serve the public, will be considered illegal dumping.
The Guam Environmental Protection Agency reminds residents that illegal dumping during storms, including abandoning construction debris or household waste, significantly increases flood risks by clogging storm drains and causing hazardous materials to contaminate waterways. These illegal activities, often intensified during cleanup efforts, block drainage systems, cause severe property damage, and can lead to severe fines and criminal penalties.
Report suspicious dumping activities, to include date, time, location, type of waste, vehicle description and license plates, to Guam Environmental Protection Agency at report@epa.guam.gov. Illegal dumping can result in fines of $1,000 or more. Residents can also call (671) 588-4751 when COR4 is declared.

Hospitals Maintain Essential Services: For emergencies or life-threatening conditions call 911.
The Guam Memorial Hospital Authority (GMHA) continues to maintain essential hospital services, including 24/7 Emergency Room operations and inpatient care.
In addition, the Guam Regional Medical City (GRMC) continues its essential hospital services, including 24/7 Emergency Room operations and inpatient care.
Community Health Centers Update:
The Guam Department of Public Health and Social Services (DPHSS) continues to accept patients at the
Northern Region Community Health Center and Southern Region Community Health Center. Services that provided at the Community Health Centers:

Non-Emergency Care: For minor, non-urgent and urgent but stable patients.

Medical Services: Basic medical care and nursing services.

Oxygen Support: Available for oxygen dependent patients. Patients must bring their own portable O2 concentrator & nebulizer. Only one (1) companion is allowed per patient; Two (2) chairs will be provided, one (1) for the patient and only one (1) for their companion.
