Sinlaku Update; Visitor Safety Guidance
Guam, and the respective military bases, remain in Condition of Readiness (COR) 1, and Tropical Cyclone Condition of Readiness (TCCOR) 1. REMAIN INDOORS UNTIL COR 4 IS ANNOUNCED.
Guam remains under both a tropical storm warning and a typhoon watch. While the threat of typhoon force winds has significantly diminished for Guam, this remains a serious weather event. As of 5 a.m., Sinlaku was located 13.8N and 146.9E, 165 miles east of Guam. It is moving northwest at 9 mph with maximum sustained winds of 175 mph. It is still expected to cross near or over Tinian and Saipan as a Category 4 or 5 storm.
What to Expect for Guam

What to Expect for Guam
- Tropical storm force winds of 39 mph or more, are expected to continue through Wednesday night
- Damaging, tropical storm force winds, sustained at 40 to 50 mph, with gusts up to 65 mph, and heavy rain are expected from early this Tuesday morning through tonight.
- Peak conditions Tuesday
- Closest point of approach to Guam late Tuesday afternoon.
- Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until Thursday.
Visitor Safety Guidance
The Guam Visitors Bureau (GVB), Guam Fire Department (GFD), Guam Police Department (GPD), and Guam Hotel and Restaurant Association (GHRA), have been actively collaborating and communicating visitor safety information. They remind the community of the following Visitor Safety Guidance under Condition of Readiness (COR) 1:
- Remain in a concrete building, such as your hotel or designated shelter, preferably in an interior room, away from windows and glass
- Follow all instructions from hotel staff
2. Do NOT Go Outside
- Do not walk, drive, or leave your location
- Strong winds can launch debris and cause serious injury
- Flooding can happen quickly and without warning. As little as six inches of water can sweep a person off their feet.
3. Stay OUT of the Water
- Stay away from all beaches, cliffs, and shoreline areas.
- No swimming, surfing, or sightseeing near the ocean.
- Water Rescue response times will be delayed:
- Water rescue assets are NOT staged near coastal areas due to unsafe conditions.
- First responders cannot safely deploy during peak storm conditions.
- Entering the water during COR 1 limits rescue capability.
- Dangerous sea conditions like high surf and strong rip currents are expected to last until at least Thursday.

- Fire, ambulance, and police services are limited during the storm
- Help may be delayed until conditions are safe

- Use flashlights only – do not use candles
- Stay away from floodwater and downed power lines
- Prepare your medications and essential items

- Mobile phone and internet service may be limited
- Charge your devices and use them only when needed
