President Approves Pre-Landfall Emergency Declaration; Emergency Shelter Update

Guam, and the respective military bases, remain in Condition of Readiness (COR) 2, and Tropical Cyclone Condition of Readiness (TCCOR) 2. At COR2, the Government of Guam, with the exception of essential services, will not be operational and will remain closed until COR 4 is announced.

At TCCOR 2, installation services are significantly reduced across all military installations on Guam. Most Morale, Welfare, and Recreation facilities, fitness centers, child development programs, and retail services are closed. Commissaries, gas stations, and select essential services are operating on limited or adjusted hours prior to closing. U.S. Naval Hospital Guam has shifted to emergency services only until further notice. Residents are encouraged to complete necessary shopping, fuel, and preparation activities ahead of facility closures and to monitor official installation channels for the most current operating hours. Specific base service hours of operation are available on the Joint Region Marianas Facebook page.

Sinlaku Update
Guam remains under both a tropical storm warning and a typhoon watch. The threat of typhoon conditions affecting Guam have decreased with recent northward shifts of Super Typhoon Sinlaku’s track the past 24 hours. While the threat of typhoon force winds has significantly diminished, this remains a serious weather event. 

As of 4 a.m., Sinlaku was located 11.7N and 149.5E, 340 miles east-southeast of Guam. It is moving north-northwest at 10 mph with maximum sustained winds of 175 mph. 

The onset of tropical storm force winds are expected to reach Guam, Rota, Tinian, and Saipan this evening or

tonight. Typhoon force winds are expected to start reaching Rota, Tinian, and Saipan Tuesday or Tuesday afternoon. The latest track has continued the slight northward shift in the storm path, with passage near or over Tinian and Saipan.

President Approves Pre-Landfall Emergency Declaration
Today, President Trump approved Governor Leon Guerrero’s request for a Presidential Emergency Declaration in response to Typhoon Sinlaku ahead of landfall. The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the designated areas in Guam, as authorized under Title V of the Stafford Act.

Under this declaration, FEMA is authorized to provide emergency protective measures (Category B), limited to direct federal assistance, at 75 percent federal funding. Andrew F. Grant has been named the Federal Coordinating Officer for federal recovery operations.
