JIC Recovery Release No. 58 - Governor Leon Guerrero Signs Executive Order No. 2023-07; Public Assistance Deadline Update; No Burn Notice Remains in Effect

Governor Signs Executive Order No. 2023-07:

Yesterday, Governor Lou Leon Guerrero signed Executive Order No. 2023-07 relative to continuing the State of Emergency in response to Typhoon Mawar and orders such that:

  • State of Emergency continues. The state of emergency declared in Executive Order No. 2023-02 in response to the approach of Tropical Storm Mawar (now Typhoon Mawar) remains in effect. 

  • Emergency Procurement and Emergency Expenses. The authorization in E.O. No. 2023-02 for emergency procurements, which was expanded in scope and amounts in E.O. No. 2023-05, continues in effect. 

  • Authorization for Overtime. The authorization in E.O. No. 2023-02 for payment of overtime, for exempt and non-exempt Government of Guam employees, to work in excess of forty (40) hours a week in order to mitigate and respond to the effects of Typhoon Mawar throughout Guam, which was expanded in authorized amounts in E.O. No. 2023-05, remains in effect.

  • Documentation of Expenses. All departments and agencies are reminded to keep appropriate documentation on all emergency expenses incurred pursuant to this Executive Order for inspection by the Executive and Legislative Branches and by the Public Auditor of Guam, and in anticipation of federal disaster assistance approval by the President of the United States to be administered by the Federal Emergency Management Agency.

Public Assistance Deadline Update:

Public Assistance for all Categories (A-G and Z) from the Federal Emergency Management Agency (FEMA) is available. Government of Guam agencies, certain private non-profit (PNP) organizations, and faith-based organizations have the opportunity to apply for funding reimbursements for the response and recovery efforts for Typhoon Mawar. 

How to Apply:

Eligible subrecipients may register their organization and submit a Request for Public Assistance (RPA) through FEMA’s Grants Portal. Entities without existing Grants Portal access or in need of updating their access may email gro@ghs.guam.gov. All RPA submissions must be submitted via Grants Portal. 

Briefings Available:

The Guam Recovery Office (GRO), with the Offices of Guam Homeland Security and Civil Defense, in collaboration with FEMA, will conduct FEMA Public Assistance Applicant Briefings for eligible subrecipients. All attendees are advised to bring their laptops or electronic devices to access Grants Portal. GRO staff will be available to assist with establishing access to Grants Portal Accounts.

No Burn Notice Remains in Effect:

The Guam Fire Department (GFD) reminds the community to refrain from burning debris and/or trash. Low water supply throughout the island will challenge response to extinguishing fires. Be mindful of members within the community who have medical conditions in which the elements could have its effects. Due to these reasons, GFD is not issuing burning permits. Be advised it is illegal to burn without a permit and you may be issued a citation. Call the Guam Fire Department to report unauthorized burning.
