JIC RECOVERY RELEASE NO. 4 - TTYPHOON MANGKHUT UPDATE: Guam in COR4 ; community urged to stay out of the water until hazardous conditions subside - GHS OCD

As of 12 p.m., Governor Eddie Baza Calvo along with Rear Adm. Shoshana Chatfield, commander, Joint Region Marianas, have returned Guam and the military bases, respectively, in Condition of Readiness (COR) 4. Typhoon Mangkhut has passed north of Rota over the evening, leaving the Marianas. Damaging winds are no longer a threat to the Marianas.

Government of Guam
Government of Guam agencies are still doing assessments and have done so through the duration of the storm. We expect the island to return to normalcy as the day progresses. Although Guam has received the all-clear, we encourage residents to practice caution while on the roads.

Military Bases
For base installations, while access will resume, personnel and families should expect services and facilities to be extremely limited. We ask for patience and request that you remain up-to-date with the Joint Region Marianas, Andersen Air Force Base and Naval Base Guam Facebook pages for further information.

For Naval Base Guam:
- All gates to U.S. Naval Base Guam installations will reopen at noon, Sept. 11.
- All MWR facilities, CDC, NEX, Commissary, Visitor Control Center, and DoDEA schools will remain closed on Sept. 11.
- Mission essential personnel have already been recalled. In order to enable faster recovery efforts, only these personnel have been recalled. If you are unsure of your work status, contact your immediate supervisor before reporting to the base.
- Normal operations on Naval Base Guam are expected to resume Sept. 12. Employees are to report to their place of work during their normal work hours on Sept. 12.

For Andersen Air Force Base:
-Only two gates on Andersen Air Force Base will be open, Sept. 11.
-The other gates will remain closed until mission essential status is lifted.
- The Commissary, Exchange, Shoppette, and the Andersen Health Clinic will remain closed on Sept. 11.
- Dining Facilities (DFAC) will be open.

The Guam National Guard Readiness Center gate in Barrigada is open. The GUNG Shoppette and gas station will open in about an hour.

Hazardous Seas Expected
The community is advised to stay out of the waters until hazardous conditions subside. The National Weather Service has the following advisories in effect.

A small craft advisory and high surf advisory remain in effect for Guam, Rota, Tinian, and Saipan coastal waters.

All Government of Guam agencies are expected to remain closed for the remainder of the day, with only emergency essential personnel returning to work to make assessments to the agencies. Contact your Department head. All Guam Department of Education schools remain closed.

Multi-Agency Coordination

At COR 4, the Emergency Operations Center and Joint Information Center move towards deactivation.

Recovery efforts continue with multi-agency coordination, with task forces coming together to address mass care and sheltering, debris removal, and solid waste.

Emergency management stakeholders from the Government of Guam, military, federal, private, and non-profit organizations will continue to work on recovery efforts from the impact of Typhoon Mangkhut.

X Flooding is a temporary overflowing of water onto land that is normally dry. Flooding may happen with only a few inches of water, or it may cover a house to the rooftop. There are many possible causes of floods including heavy rain, coastal storms and storm surge, waterway overflow from being blocked with debris, or overflow of levees, dams, or waste water systems. Flooding can occur slowly over many days or happen very quickly with little or no warning, called flash floods.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
Deposit cigarette butts in the proper receptacle to avoid starting a
Pour water over camp fires and backyard fire pits to ensure they are completely out before leaving them unattended.

Follow directions from local officials. If there are restrictions on water usage, be sure to heed them.

Typhoons/Hurricanes are massive storm systems that form over the water and move toward land. Threats from typhoons/hurricanes include high winds, heavy rainfall, storm surge, coastal and inland flooding, and rip currents.

“Hurricanes” form in the Atlantic Northeast Pacific region and “Typhoons” form in the Northwest Pacific Region. These large storms are call cyclones in other parts of the world.
