JIC Recovery Release No. 26 - American Red Cross Financial Assistance Service Site Relocates to Micronesia Mall

The American Red Cross announced that its financial assistance service delivery site for residents impacted by Super Typhoon Sinlaku has relocated to a new location. Assistance is available for residents whose primary homes were destroyed or suffered major damage. This assistance is independent of government programs and is intended to support immediate recovery needs.

American Red Cross Service Delivery Site Caseworkers will be available on-site to assist residents with applications:
  • Location: Micronesia Mall, Dededo (Space 111)
  • Dates: Tuesday, May 12 through Sunday, May 17, 2026
  • Hours: 11:00 a.m. to 7:00 p.m.

The American Red Cross Financial Assistance Service will NOT be operating at the Astumbo Community Center, contrary to information previously stated in JIC Recovery Release No. 25. Members of the public are advised not to report to the Astumbo location for assistance, as Red Cross services will not be available there.


Red Cross Eligibility and Documentation
To qualify for damage-based financial assistance, households must have a pre-disaster primary residence in a confirmed impacted area that was destroyed or sustained major damage. Applicants must provide proof of identity and residence.
  • Identity Documents: Passports, permanent resident cards, or government/military IDs.
  • Address Verification: Mayor’s Verification Letter, utility bills, rental agreements, or mortgage statements.
  • Dual-Purpose Documents: Driver’s licenses or government ID cards.

The Red Cross is a charitable organization, not a government agency. Assistance is available to those who qualify regardless of citizenship status and does not need to be repaid. For questions, call the local Red Cross at (671) 472-6217.


Status of Federal Disaster Assistance 
The Government of Guam reminds the public that while Red Cross aid is available, Guam has not yet received a Major Disaster Declaration. The island currently remains under an Emergency Declaration.
  • Ongoing Assessments: The Guam Recovery Office (GRO) and the Mayors’ Council of Guam (MCOG) continue to collect data for the Initial Damage Assessment (IDA). These assessments determine if Guam meets federal thresholds to request a Major Disaster Declaration.
  • Future Aid: If approved, a Major Disaster Declaration could expand federal programs, including Individual Assistance (IA) for home repairs. Because this declaration has not yet been requested or approved, federal disaster assistance for individuals is not yet available.


Self-reported information is vital to validating impacts for federal aid requests.
  • Report Damage: Residents should contact their respective Mayor’s Office to report damage to their primary residence. Provide your name, contact number, address, and damage category (Affected, Minor, Major, or Destroyed).
  • Document Everything: Document all property damage with photographs and receipts to support potential future federal aid claims.
  • Not a FEMA Application: This self-reporting process is a local assessment used to validate the need for federal aid; it is not a registration for FEMA assistance.
  • Primary Residences Only: Report only for the home where you live most of the year.
  • Not all homes will be visited, as assessments are based on sampling and reported data.
  • Be Cautious: Official assessment teams will always carry government-issued ID badges and will never ask for payment or personal financial information.
