JIC Recovery Release No. 19 - Oka Point Disaster Debris Site to Close May 1; Green Waste Sites Closure Notice

As Guam concludes the primary cleanup phase following Typhoon Sinlaku, the Government of Guam, in coordination with the Department of Public Works (DPW) and the Guam Environmental Protection Agency (GEPA) announces the official closure of the primary disaster debris site at Oka Point, Tamuning (also known as Ypao Point or the Old Memorial Hospital site). 

Effective Friday, May 1, 2026, at 6:00 p.m. the Oka Point, Tamuning (also known as Ypao Point or the Old Memorial Hospital site) will permanently cease operations for storm-related debris.

Residents are encouraged to make their final trips before Friday, May 1. Entry lines will be closed by 5:30 p.m. to ensure the final vehicles are cleared by the 6:00 p.m. cutoff.

Community members are reminded that access to Oka Point during operational hours is at their own risk. Proper footwear, including closed-toe shoes, and appropriate attire are strongly advised to help prevent injuries while disposing of debris.


Post-Closure Disposal
Following the closure of the temporary site, residents must adhere to the following guidelines:
  • Residential Trash: The Guam Solid Waste Authority (GSWA) has resumed regular curbside collection. Do not place storm debris or green waste in your regular trash bins. Visit www.gswa.guam.gov for information.
  • Illegal Dumping: GEPA reminds the public that dumping debris on roadsides, in jungles, or at closed site entrances is strictly prohibited. Illegal dumping blockages can cause severe drainage issues and property damage. Violators may face fines of $1,000 or more and criminal penalties.
  • Open Burning: The Guam Fire Department reminds residents that open burning is authorized for green waste only (vegetation, yard trimmings). No permit is required at this time. Burn Hours: 6:00 a.m. – 6:00 p.m. only
    • Safety Requirements:
      • Burn piles must not exceed 5 ft. x 5 ft.
      • Keep a water source readily available for immediate extinguishment
      • Do not burn near homes, structures, or flammable materials
      • Be mindful of smoke and wind direction to avoid impacting neighbors
      • Notify your nearest fire station prior to burning

Green Waste Sites Closure Notice by Location
The Government of Guam, in coordination with village Mayors’ Offices, continues to operate Green Waste Sites, which are open for green waste only, including trees, limbs, brush, and grass. The following Green Waste Sites operate daily from 7 a.m. to 6 p.m., until closing date. Note the following closure dates by location:


CLOSING WEDNESDAY, APRIL 29
  • Hågat – Old Bus Satellite Station Parking Lot (Open to Hågat residents) 
  • Inalåhan – Next to Fire Station (Open to Inalåhan residents)


CLOSING FRIDAY, MAY 1
  • Oka Point, Tamuning (also serves as the disaster debris site; see JIC Recovery Release No. 4 for a list of accepted items) 
  • Tiyan, Barrigada - Old Carnival Grounds (Open to the public) 
  • Assan-Maina – Old Baseball Field (Open to Assan-Maina residents) 
  • Malesso’ – Baseball Field (Open to the public) 
  • Piti – Across Our Lady of Assumption Church (Open to the public) 



CLOSING SUNDAY, MAY 3
  • Dededo – Ponding Basin (Open to the public) 
  • Dededo – Astumbo Park (Open to the public) 
  • Humåtak – Mayor’s Office (Open to Humåtak residents) 
  • Talo’fo’fo – DYA Cottage Home (Open to Tal’fo’fo and Yona residents) 
  • Wusstig Road, Yigo - (Open to the public)
