DPHSS Services Available
DPHSS Guam Community Health Center Services (Open to the Public)
Residents are strongly encouraged to visit the DPHSS Guam Community Health Centers for medical care before going to the hospital, unless it is an emergency. Community Health Centers are open and available to care for patients with non-life-threatening conditions to help reduce congestion at the hospital during recovery efforts.
DPHSS Community Health Centers provide doctor visits, children’s care, women’s health services, vaccinations, mental health support, laboratory services, and pharmacy services. All insurance plans are accepted, including Medicaid, and patients without insurance will not be turned away.
Locations and Extended Hours for Recovery Efforts:
Normal operating hours for the Northern Region Community Health Center (NRCHC) is Monday through Saturday 8:00 a.m. – 5:00 p.m. and the Southern Region Community Health Center (SRCHC) operating Monday through Friday 8:00 a.m. – 5:00 p.m.
Extended Hours for recovery efforts are listed below:
- NRCHC in Dededo, located at 520 Santa Monica Avenue, may be reached at (671) 635-7412 and is open Monday through Friday from 8:00 a.m. to 5:00 p.m. with extended hours from 5:00 p.m. to 9:00 p.m. & Saturdays from 8:00 a.m. – 5:00 p.m.
- SRCHC in Inalåhan, located at 162 Apman Drive, may be reached at (671) 828-7511 and is open Monday through Friday from 8:00 a.m. – 5:00 p.m. with extended hours Saturday, 8:00 a.m. to 5:00 p.m.
DPHSS Services Restored
Terlaje Building, Hagåtña: DPHSS offices at the Terlaje Building, 194 Hernan Cortez Avenue in Hagåtña previously affected have returned to their original location and resumed normal operations. This includes: Bureau of Social Services Administration (BOSSA), Bureau of Child Care Services (BCCS), Bureau of Non-Communicable Diseases (BNCD), Guam Breast and Cervical Cancer Early Detection Program (GBCCED), Guam Hypertension Prevention and Control Project (GHPCP), Guam Non-Communicable Disease Prevention and Control Programs (Diabetes and Tobacco), Health Professional Licensing Office (HPLO).
Hesler Place, Hagåtña: DPHSS offices at 155 Hesler Place that were previously affected have returned to their original location and resumed normal operations. This includes the following offices: the Division of Environmental Health Processing Center Section, the Division of Environmental Health State Office, and the DPHSS Director’s Office. In-person services at this location are available at this time.
Division of Environmental Health Processing Center Section: is now open to accept applications for Health Certificates and Guam Controlled Substances Registrations, and renewal applications for Sanitary Permit. The Division will also be accepting requests for disinterment/reinternment and rescheduling the Food Safety Health Certificate Training Courses that were cancelled due to Typhoon Sinlaku. DPHSS would also like to remind the public of the following:
Refresher and Interim Food Safety Health Certificate Training Courses scheduled from April 13, 2026 through April 17, 2026 will be rescheduled to another date with no additional fee.
Employers with employees who possess an Interim-New Health Certificate are reminded that a manager with a Manager’s Certification must oversee these employees to ensure supervision in food safety practices while at work.
General information for the public:
Expect a longer wait due to the anticipated high volume of customers.
Sanitary Permit renewal application must include a copy of the current Sanitary Permit; the application will not be accepted if incomplete.
The regular office hours are Monday through Friday; 8:00 am to 4:00 pm and closed on government holidays.
DPHSS Service Restoration
Adult Day Care Services
All Adult Day Care Services are fully operational as of Monday, April 20, 2026. Services have resumed at all locations. Families have been notified and may proceed with normal schedules.
Meal Services for Seniors
Congregate hot meals are available through Grab and Go service at designated centers for seniors with access to a privately owned vehicle. Seniors who rely on transportation services will continue to receive home delivered meals until normal operations resume.
DPHSS Service Closures
Senior Centers: Senior Centers remain closed until power and water services are fully restored. Division of Homelessness Assistance & Poverty Prevention Outreach Office at the Ministry to the Homeless Soup Kitchen walk-in service is temporarily closed as the team is currently doing outreach recovery efforts off-site. April Public Health Fair - Cancelled
The April Health Fair set for Wednesday, April 22, 2026 at the Governor Joseph Flores Memorial Park (Ypao Beach) in Tumon is cancelled due to the closure of all public parks during ongoing recovery efforts.
Mandated Reporting Training - Rescheduled
The Mandated Reporting training set for April 15, 2026 has been rescheduled to April 29, 2026 at 10:00 a.m. via zoom. For more information, contact Joelyn Borja, SSSI at 671-475-2653 or via email at joelyn.borja@dphss.guam.gov
Colposcopy Training - Rescheduled
