Guam Homeland Security Office of Civil Defense, FEMA and the Village of Mangilao, will close the Disaster Recovery Center at Guam Community College, but help is still available. The following Disaster Recovery Center at the Guam Community College will cease operations at the close of business at 5 p.m. today, Aug 16, 2023.
Disaster Recovery Centers are barrier-free and provide equal access to all visitors. If you use American Sign Language or assistive technology, and if you need accommodations to communicate, please notify FEMA staff at the center immediately.
Even though the Disaster Recovery Center is closing, help is still available. Survivors whose homes were damaged by the Typhoon Mawar can still get updates about applications, learn about the appeals process or check the status of their claim the following ways:
- Call the FEMA Helpline at 800-621-3362;
- Log into their account at DisasterAssistance.gov; or
- Use the FEMA Mobile App
If you haven’t applied for federal disaster assistance yet, please do so at disasterassistance.gov, by using the FEMA mobile app, by calling 800-621-3362 (The Helpline is available 24 hours a day/7 days a week at no cost for Guam residents).
Although the Disaster Recovery Center at the Guam Community College closes at the end of today, the U.S. Small Business Administration will still have three centers in operation to meet the needs of businesses and individuals who were affected by Typhoon Mawar:

Guam Community College Disaster Loan Outreach Center opens at 10am on August 17, 2023. The address for this location is Guam Community College, 1 Sesame Street, Building E, Room 117, Mangilao, GU 96913. The hours of operation are Monday through Friday from 8am to 5pm.

Astumbo Senior Citizen Center Disaster Loan Outreach Center. The address for this location is Astumbo Senior Citizen Center, 2111 Y Sengsong Road, Dededo, GU 96929. The hours of operation are Monday through Friday from 8am to 5pm.

University of Guam Pacific SBDC Business Recovery Center. The address for this location is University of Guam Pacific SBDC, Jesus & Eugenia Leon Guerrero Business & Public Admin. Building, 303 University Drive, Mangilao, GU 96923. The hours of operation are Monday through Friday from 9am to 6pm.
These centers will provide a one-stop location for businesses of all sizes, homeowners, renters and nonprofits to access a variety of specialized help. SBA customer service representatives will be available to meet individually with anyone impacted by Typhoon Mawar.
Applicants for SBA low-interest disaster loans may also apply online, receive additional disaster assistance information and download applications at https://disasterloanassistance.sba.gov/. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.
