The National Weather Service (NWS), Weather Forecast Office Guam issued a flood watch, in effect for Guam, Rota, Tinian, and Saipan, through late Thursday night.
Flash flooding caused by excessive rainfall continues to be possible.
Excessive runoff may result in flooding of low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas.
Invest area 95W is still southeast of Guam. As it travels over the Marianas and afterward as a monsoon surge sets up...copious rainfall will add up and saturate the soils, then begin to flood and run off.
