Flood Advisory Remains in Effect; Avoid Flooded Roads

The National Weather Service (NWS) Guam Weather Forecast Office advised a flood advisory remains in effect for Guam until 8:45 a.m. this morning. Urban and small stream flooding caused by excessive rainfall is expected for the southern half of Guam. Between 3 and 5 inches of rain has already fallen. Additional rainfall amounts of 2 to 3 inches are expected, resulting in minor flooding.

Some locations that will experience flooding include Ordot-Chalan Pago, Yona, Agana Heights, Talofofo, Sinajana, Inarajan, Asan, Merizo, Piti, Santa Rita, and Umatac.

The following roadways are reported still passable but heavily flooded:

·  Polaris, north bound lane
·  Pago Bay bridge

Motorists, especially those with smaller vehicles, that are planning to travel through those areas are advised to seek an alternate route until the flooding subsides. The Guam Department of Public of Works is working to assist with debris clearance of areas with heaviest floods.

flash flood watch remains in effect for Guam and Rota through late tonight. Flash flooding caused by excessive rainfall is possible. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone areas. Rainfall amounts between 3 and 5 inches, with locally heavier amounts in excess of 4 to 6 inches, is possible through late tonight.

Residents and visitors are advised to take the following precautionary actions:

·  Clear drainage areas and unblock clogged storm drains in your area;
·  Stay up to date with the latest information;
·  If driving, be alert for low visibilities and slippery roads in heavy rain;
·  Slow down where water is ponding on the road;
·  Turn Around, Don’t Drown. Avoid walking or driving through flood waters. Just 6 inches of moving water can knock you down, and 2 feet of water can sweep your vehicle away;
·  Do not camp, park, or hike along streams, rivers, and creeks during heavy rainfall. These areas can flood quickly and with little warning.

small craft advisory remains in effect for the coastal waters of Guam, Rota, Tinian, and Saipan, until 6 p.m. Friday. Southwest winds of 15 to 25 knots are expected. Inexperienced mariners, especially those operating smaller vessels, should avoid navigating in hazardous conditions.

The Offices of Guam Homeland Security and Civil Defense (GHS/OCD) advise the community to practice caution while traveling in rainy conditions, driving below the speed limit and allowing enough braking distance between vehicles.
