Guam to Move to COR 1 at 12 Noon Today; Complete Preparations;

Visitor Safety Guidance

 

Governor Lou Leon Guerrero and Rear Adm. Brett Mietus, anticipate placing Guam, and the respective military bases, in Condition of Readiness (COR) 1, and Tropical Cyclone Condition of Readiness (TCCOR) 1 at 12:00 p.m. this afternoon, July 5, 2026. At COR1, destructive winds are possible within the next 12 hours. 
 

Joint Task Force – Micronesia remains fully postured to respond at a moment’s notice to provide Defense Support of Civil Authorities (DSCA) should a request for assistance be made. Our forces are trained, equipped, and ready – synchronized with local and federal partners – to deliver rapid, coordinated support when and where it is needed.  
 

Complete Preparedness Activities
All preparedness activities should be completed by this afternoon with the expected onset of damaging winds. 

  • Remain indoors from COR 1 until COR 4 is announced;

  • Stay out of the water;

  • Seek emergency shelter now, if you feel in any way that your home or dwelling will not be a safe location - poorly constructed metal roof homes will have substantial damage and could become uninhabitable. 


What to Expect:
As of 7 a.m., Super Typhoon Bavi was located 12.9N 149.2E, 300 miles east of Guam. It is moving west-northwest at 7 mph with maximum sustained winds of 155 mph. Bavi is expected to pass through the Marianas, with a most likely passage from the Rota Channel to the Tinian Channel, or direct passage over Rota sometime Monday morning. 

 

As currently forecast, Guam, Rota, Tinian and Saipan will experience some degree of typhoon force winds; with potentially catastrophic, super typhoon force winds (greater than 150 mph) over Rota, if Bavi makes a direct passage over the island on Monday. Things can still change in the next 24 hours. Any slight deviation to the north or to the south is possible, but that window for huge change in the track is slowly closing. 

 

Based on the current forecast Guam can expect:

  • Sustained tropical storm force winds are expected to begin late this afternoon. 

  • Maximum sustained winds are forecast to be in the 60 to 80 mph range with gusts to 100 mph possible. 

    • NOTE: Any southward shift could bring heavier winds to Guam. 

  • Loose outdoor items will become projectiles, causing additional damage and possible injury. 

  • Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until Thursday. 

 

Emergency Shelters Open
The government of Guam opened the following Emergency Evacuation Centers at 7 a.m. today, July 5. Residents who anticipate needing emergency shelter should go to their nearest Emergency Evacuation Center:

  • Machananao Elementary School

  • Astumbo Elementary School

  • Maria A. Ulloa Elementary School

  • Ordot-Chalan Pago Elementary School

  • Talofofo Elementary School

Visitor Safety Guidance
The Guam Visitors Bureau (GVB), Guam Fire Department (GFD), Guam Police Department (GPD), and Guam Hotel and Restaurant Association (GHRA), have been actively collaborating and communicating visitor safety information. They remind the community of the following Visitor Safety Guidance once Guam is placed in Condition of Readiness (COR) 1:

  1. Stay Indoors: For your safety, remain inside your hotel until COR 4 is declared.

    • Remain in a concrete building, such as your hotel or designated shelter, preferably in an interior room, away from windows and glass

    • Follow all instructions from hotel staff

  2. Do NOT Go Outside

    • Do not walk, drive, or leave your location

    • Strong winds can launch debris and cause serious injury

    • Flooding can happen quickly and without warning. As little as six inches of water can sweep a person off their feet.

  3. Stay OUT of the Water

    • Stay away from all beaches, cliffs, and shoreline areas.

    • No swimming, surfing, or sightseeing near the ocean.

    • Water Rescue response times will be delayed:

      1. Water rescue assets are NOT staged near coastal areas due to unsafe conditions.

      2. First responders cannot safely deploy during peak storm conditions.

    • Entering the water during COR 1 limits rescue capability.

    • Dangerous sea conditions like high surf and strong rip currents are expected 

  4. Emergency Services

    • Fire, ambulance, and police services are limited during the storm

    • Help may be delayed until conditions are safe

  5. Guam Fire Department Safety Reminders

    • Use flashlights only – do not use candles

    • Stay away from floodwater and downed power lines

    • Prepare your medications and essential items

  6. Power, Water & Communication

    • Power outages are likely

    • Mobile phone and internet service may be limited

    • Charge your devices and use them only when needed

    • Do not leave unless authorities say it is safe
