Typhoon Debris Disposal Site Opening

The Government of Guam in coordination with the Department of Public Works (DPW) and the Guam Environmental Protection Agency (GEPA) will open the official typhoon debris removal site at Ypao Point, Tamuning (also known as the old Guam Memorial Hospital site) on Thursday, July 9. Only green waste and construction debris will be accepted. Green waste includes trees, shrubs, branches, trunks, yard trimmings, grass clippings, and leaves. Construction debris includes lumber, plywood, gypsum board, glass, steel, corrugated tin and roofing. The site will be open for residents from 8 a.m. to 5 p.m. daily, including weekends, until Saturday, July 25.

The following items will not be accepted at the disposal site: 

  • Household garbage including food, batteries, toys and oils

  • White goods, including appliances

  • Electronics including solar panels, lithium-ion batteries, power banks, portable power stations

  • Hazardous waste including asbestos-containing materials, cleaning products, paint, pesticides, petroleum products, and solvents

  • Furniture, cookware, sinks, and coolers

  • Tiles, cement, and tools

  • Garden hoses, lawn decorations, plastic and ceramic pots

  • Plumbing items including PVC pipes, toilet bowls, and fiberglass tubs

  • BBQ grills, canopy pipes and tarps, metal shelves and lockers

  • Gym, lawn, and playground equipment

  • Tires, car/vehicle parts, and bicycles

  • Biological and medical waste, including spoiled and rotting perishables and animal remains

The public is advised to use alternate and proper disposal methods for the above-mentioned prohibited items. Contact Guam Solid Waste Authority at 671-646-3111 for more information on GSWA disposal policies.

These bans are in place to protect both the environment and site workers. To keep our community safe and ensure efficient cleanup, please review these essential guidelines for disposing of disaster-related materials. Following proper waste separation rules protects public health and helps our island maximize FEMA reimbursement for disaster recovery efforts.

Entry lines will be closed by 4:30 p.m. to ensure the final vehicle is admitted by 5 p.m. allowing crews time to safely secure the site for the night — an essential measure to protect both the public unloading debris and the personnel assisting them.

Community members are reminded that access to Ypao Point during operational hours is at their own risk. Proper footwear, including closed-toe shoes, and appropriate attire are strongly advised to help prevent injuries while disposing of their debris.

 

Power Restoration Updates

As of 10:00 a.m., Wednesday, July 8, 2026 the Guam Power Authority reported: 

  • System Load Restored: 29% 

  • GPA Substation Energized: 97% 

  • GPA Feeders/Circuits Energized: 30%

  • Current Peak Demand for Generation Capacity: 59 megawatt (target demand: 255 megawatt)

Of the 67 distribution feeders/circuits a total of 20 are partially energized. Out of the 30 major GPA substations, 29 are energized. GPA notes that no feeders or circuits can be energized unless a corresponding substation is energized. Its system load percentage will increase as more feeders and circuits come back online. GPA will update these figures once a day. The next power restoration update will be shared Thursday morning.

GPA crews are prioritizing transmission line and substation work, generators for water wells and wastewater service, and urgent critical infrastructure across the island. Line crews have also begun restoring distribution lines and feeders in villages with minimal damage. Some energized feeders may still leave isolated outage pockets where damage is extensive. GPA will return to those remaining customers once all other feeders without faults are restored.

GPA is tracking outages through its Advanced Metering Infrastructure, or Smart Meter Network, and Supervisory Control and Data Acquisition (SCADA) systems. These tools help confirm where power has been restored, identify customers still without service, and locate smaller outage pockets within villages. Customers are asked to limit calls to the GPA Dispatch Center to critical issues such as downed power lines, blown transformers, low voltage, or other safety concerns.

GPA understands residents are eager for service to be fully restored and thanks the community for supporting crews working across the island. Residents are asked to allow crews to work safely and without interruption. Stopping crews for restoration timelines can delay progress and create safety risks. GPA will continue providing daily updates as restoration efforts move forward.

 

GHURA Housing Recovery Application Center Updates

The Guam Housing and Urban Renewal Authority (GHURA) announces its Housing Recovery Application Center (HRAC) located at the Agana Shopping Center will resume normal operations on Thursday, July 9. Following that date, the HRAC’s self-service computer lab will be open to the public from 10 a.m. to 4 p.m., Monday through Friday. The last call for walk-in assistance is 2 p.m.

Funded through the Community Development Block Grant Disaster Recovery (CDBG-DR) program, the HRAC helps bridge technology access gaps by providing free access to computers, internet service, and scanning equipment for individuals completing applications for the Fix in Six housing recovery programs. Malesso’ Pier Closed

Malesso’ Mayor Frank Champaco has advised that the Merizo Pier is closed until further notice due to damage from Super Typhoon Bavi. Mayor Champaco can be contacted at 671-482-7022.

 

Stay Out of the Water - Conditions are Life-Threatening

Everyone should remain out of the water due to life-threatening conditions. Stay off of jetties, piers, and other waterside infrastructure:

  • High-risk of rip currents, which may be life-threatening, is in effect through Friday afternoon.

  • Coastal Flood Advisory in effect until 4 p.m. Wednesday. Dangerously large breaking waves up to 16 feet and minor coastal flooding are expected. 

  • High Surf Warning is in effect until 4 p.m. Thursday. of up to 16 ft. and coastal inundation of 1 to 2 ft. can be expected now through late this afternoon, especially along west-facing shores. Even so, surf will remain elevated enough to continue to produce high risk of rip currents along south, west and north facing reefs the next few days, while dropping to moderate along north reefs Thursday. Life-threatening swimming conditions can be expected.

 

Power Outage Closes Department of Labor Offices

Due to a lack of power, the management of the GCIC building in Hagåtña, which houses the Guam Department of Labor, has closed the facility to the public. As a result, GDOL will not be open for in-person services until power is restored to the GCIC building. The Department of Public Health and Social Services’ Division of General Administration announces temporary office relocations effective today, July 8. This includes:

Individual Damage Assessment Training for NGOs

The Bureau of Statistics and Plans (BSP) will conduct Individual Damage Assessment (IDA) training for non-governmental organizations in coordination with the Guam Recovery Office (GRO), which is responsible for the Government of Guam’s disaster recovery efforts. 

The training will provide technical guidance on documenting disaster-related costs, infrastructure and facility impacts, emergency work, operational disruptions, and supporting records needed for local and federal recovery programs. Participating NGOs should designate a representative who can coordinate damage information, support follow-up requests, and serve as the point of contact throughout the IDA and potential joint preliminary damage assessment (PDA) process.

The designated representative should be familiar with organization operations, able to communicate impacts with precision, and trusted to exercise sound judgment consistent with the director’s position and priorities. This representative will serve as the agency’s point of contact throughout the assessment and joint PDA process.
