Final Day to Self- Report Residential Damage
Today, Friday, July 24, 2026, is the final day for residents to self-report residential damage to the Guam Recovery Office (GRO). Self-reporting closes at 5 p.m. today.
The GRO is leading the Territory's Individual Assistance (IA) Initial Damage Assessment (IDA) to document disaster-related impacts to residential properties resulting from Super Typhoon Bavi. The assessment began Thursday, July 16, 2026, and concludes today.
Information collected during this period will support the Government of Guam's assessment of residential damages and its evaluation of whether to request a Joint Preliminary Damage Assessment (PDA) for FEMA Individual Assistance.
How to Self-Report Residential Damage
Residents whose primary residence sustained disaster-related damage from Super Typhoon Bavi are encouraged to self-report their damages directly to the GRO by emailing ia.gro@ghs.guam.gov or calling (671) 478-7666 or (671) 478-7668 before 5 p.m. today.
Residents should be prepared to provide the following information:
- Name
- Contact number
- Physical address of the damaged residence
- Estimated damage level: Affected, Minor, Major, or Destroyed
Residents are also encouraged to photograph disaster-related damages and retain receipts, repair estimates, invoices, and insurance documentation for possible future review.
Important Information About the Damage Assessment
- Self-reporting is not a FEMA application and does not determine FEMA eligibility.
- As of July 2026, FEMA Individual Assistance has not been approved.
- The IA IDA is conducted to estimate the extent of residential damages across Guam and support the Government of Guam's evaluation of whether to request a PDA for FEMA IA.
- If the Government of Guam requests it, a Joint PDA conducted by FEMA and the Government of Guam may validate the information collected during the IDA.
- Participation in the IDA does not guarantee that IA will be approved or that residents will receive federal disaster assistance.
Precautionary Boil Water Notice Fully Rescinded
The Precautionary Boil Water Notice issued by the Guam Waterworks Authority (GWA) on July 8, 2026, and partially rescinded on July 17, 2026, is now fully rescinded, effective immediately. GWA received concurrence from the Guam Environmental Protection Agency (GEPA) to fully rescind the notice on the evening of Thursday, July 23, 2026.
The notice no longer applies to any GWA customers. Customers previously advised to boil water before use are no longer advised to do so.
All 117 water samples collected from the distribution system from July 7 through July 22 as part of typhoon recovery efforts have been confirmed negative for total coliform. The distribution system continues to be monitored through routine sampling and analysis performed in accordance with the U.S. EPA's National Primary Drinking Water Regulations for public water systems.
Water System Status
GWA production crews have completed repairs to grounded motors at seven water production wells affected by Super Typhoon Bavi. All repaired wells are back online and producing water for the distribution system.
GWA water tankers and flexitanks deployed during recovery from Super Typhoon Bavi, including those staged at the locations announced in JIC Recovery Release No. 32, are being removed from service.

SNAP Automated Mass Replacement Benefits Begin Tonight
The Department of Public Health and Social Services (DPHSS) announced that current Supplemental Nutrition Assistance Program (SNAP) participants will receive an Automated Mass Replacement of a portion of their July 2026 benefit.
Beginning after 7:00 p.m. today, Friday, July 24, 2026, SNAP participants who received their July 2026 benefits between July 1 and July 5, 2026, will have 30% of their July 2026 benefits automatically issued to their EBT cards.
The U.S. Department of Agriculture's Food and Nutrition Administration has approved DPHSS's request for a waiver to provide this mass replacement due to food spoilage caused by power outages and flooding from Super Typhoon Bavi.

Port Status
Cargo recovery operations at the Jose D. Leon Guerrero Commercial Port continue. As of 12 p.m. July 23, since the resumption of gatehouse operations, the Port Authority of Guam reported:
- 1,456 import containers released;
- 979 general cargo released;
- 499 vehicles released;
- 64 pieces of heavy equipment released;
- 316 export containers awaiting vessel loading; and
- 1,175 empty containers received awaiting vessel loading.
The Port reported that Gantry Cranes 4 and 5 are in service. Gantry Crane 6 remains out of service following replacement of its hoist motor. Post-installation testing identified the need for additional specialized electrical adjustments.
