WATER CONSERVATION MEASURES RESCINDED; BOIL WATER NOTICE REMAINS IN EFFECT; PORT UPDATE
Water Conservation Measures Rescinded
Effective at 6 a.m. today, July 17, 2026, the special water conservation compliance measure advisory issued by the Guam Waterworks Authority (GWA) on July 6, 2026, through JIC Release No. 16 is rescinded. Although the special conservation measures have been lifted, GWA reminds the community that water is a precious resource and should continue to be used wisely.
Precautionary Boil Water Notice Remains in Effect
The Precautionary Boil Water Notice issued at 9 a.m. on July 8, 2026, remains in effect for customers who sustained a loss of water service for 48 hours or more as a result of Super Typhoon Bavi. The notice does not apply to customers who never lost water service.
Customers who experienced a loss of water service for less than 48 hours may also wish to take precaution. Customers taking precaution are advised:

DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST.

Bring all water to a boil, allow it to boil for three minutes, and let it cool before use.

Use boiled water for drinking, making ice, brushing teeth, washing dishes, and preparing food until further notice.

Boiling kills bacteria and other organisms in the water.
Water Restoration Status
As of 7 p.m. July 16, GWA estimated that approximately 198 customers out of 43,643 customer accounts remained without water service.
GWA also reported:

99 wells online — 98 on the islandwide power system and one on generator power;
-
100% of booster pump stations online;
-
The Ugum Surface Water Treatment Plant, Tumon Maui, and Santa Rita Springs online on the islandwide power system;
-
All wastewater treatment plants operational on the islandwide power system;
-
98% of sewer pump stations online; and
-
All 112 water samples collected from July 7 through July 14 confirmed negative for total coliform.
GWA is aware of areas experiencing low to no water pressure in parts of Agana Heights, Barrigada, Chalan Pago-Ordot, Dededo, Harmon, Mangilao, Maina, Mongmong-Toto-Maite, Nimitz Hill Estates, Sinajana, Santa Rita-Sumai, Talofofo, Tamuning, Yigo, and Yona.
Water-service availability in specific areas may vary throughout the day as GWA makes system adjustments and rebuilds pressure across the distribution system.

Where to Get Water: Tankers and Flexitanks
GWA has deployed water tankers and flexitanks in areas experiencing low to no water pressure. Residents should bring their own containers to store and transport water.
Eight water tankers are currently staged at:

Barrigada Library;

Jesus Cruz Street, Barrigada;

Chalan Pago Mayor’s Office;
-
Astumbo Senior Center, Dededo;
-
Machanao near UR Market, Dededo;
-
Santa Teresita Catholic Church, Mangilao;
-
Talo’fo’fo Mayor’s Office; and
-
Gil Breeze Subdivision, Yigo.
Additional tankers and flexitanks will be provided to the community, with official notification provided to the public as they are staged.
Port Status
Cargo recovery operations at the Jose D. Leon Guerrero Commercial Port continue. As of 12 p.m. July 16, since the resumption of gatehouse operations, the Port reported:

698 import containers released;
-
859 general cargo released;
-
349 vehicles released; and
-
42 pieces of heavy equipment released.
The Port reported that Gantry Cranes 4 and 5 were in service. Gantry Crane 6 remained under repair as the Port’s crane maintenance team continued replacing the hoist motor. For the latest port operational updates, visit www.portofguam.com.
