Joint Information Center - JIC Recovery Release No. 23 : GPA SYSTEM LOAD RESTORED TO 89 PERCENT; WATER SERVICE RESTORATION CONTINUES — BOIL WATER NOTICE REMAINS IN EFFECT

Power Restoration Update
The Guam Power Authority (GPA) reports the following as of 10:00 a.m., July 13:

  • 89% of system load (customer demand) restored
  • 66 of 67 distribution feeders/circuits fully or partially energized (99%)
  • 100% of substations and transmission lines energized
  • Generation capacity is 278 megawatts, adequate for the current load of 184 megawatts


GPA crews have begun Phase III of post-typhoon restoration, returning to areas with extensive damage and to customers previously isolated pending additional repairs. This work will continue over the coming days across northern, central, and southern villages. Residents can find GPA's areas of focus for the next one to five days on GPA's website at www.guampowerauthority.com and on GPA's official social media pages. The areas of focus are subject to change as repairs progress.

If you are still without power: you may be on a feeder not yet energized, in a smaller outage pocket, or have damage requiring crews to return after main circuits are restored. GPA is aware of all customer outages through its metering systems. Residents are asked to limit calls to GPA Dispatch to safety concerns such as downed power lines, blown transformers, or low voltage.

During restoration, temporary voltage fluctuations may occur, such as flickering or dimming lights or partial power. If you experience these conditions or water coming from your outlets, turn off your main breaker and report the issue to GPA Trouble Dispatch at (671) 475-1472/3/4. Unplug sensitive electronics or use high-quality surge suppressors to protect appliances.

If your weatherhead was damaged: The weatherhead — where the overhead power line connects to your home — is owned by the customer and must be repaired before power can be restored. The account holder or an authorized representative must first visit a GPA Customer Service Center to request a work clearance and GPA Electrical Inspection Report. For information on repair, inspection, and reconnection requirements, contact GPA Customer Service at (671) 647-5787/88/89.

Stay away from all downed power lines and equipment. They may still be energized and can cause serious harm. Report downed lines to GPA Trouble Dispatch at (671) 475-1472/3/4.


Water Restoration Update
The Guam Waterworks Authority (GWA) reports the following as of 3:30 p.m., July 13:

  • 92 of GWA's wells are online — 80 on island power and 12 on generator power
  • 100% of booster pump stations online
  • 100% of wastewater treatment plants operational; 98% of sewer pump stations online
  • Approximately 1,947 of 43,643 customer accounts remain without water service
  • All 106 water samples collected July 7–12 are confirmed negative for total coliform; sampling continues as more of the system is restored

Water service availability may vary throughout the day as the system is repressurized. GWA is aware of low to no water pressure in parts of Agana Heights, Barrigada, Chalan Pago-Ordot, Dededo, Harmon, Mangilao, Maina, Mongmong-Toto-Maite, Nimitz Hill Estates, Sinajana, Santa Rita-Sumai, Talofofo, Tamuning, Tumon, Yigo, and Yona.

GWA also advises that construction work at the reservoirs near Ladera Towers in Mangilao is part of a water system improvement project that began before Super Typhoon Bavi. It is not related to storm damage and will not delay restoration.

Where to get water: 11 water tankers are staged at the following locations. Bring your own containers to store and haul water.

  • Barrigada: Library and Jesus Cruz Street
  • Mangilao: Santa Teresita Catholic Church
  • Dededo: Chalan Palauan, Astumbo Senior Center, Machanao near UR Market, and Piga Subdivision
  • Talo'fo'fo: Mayor's Office
  • Yigo: Chalan La Chance, Chalan Tomin, and Gil Breeze Subdivision

Additional tankers and flexitanks will be announced as they are staged.

Water conservation measures remain in effect. All households and businesses are asked to stop washing vehicles and stop all pressure washing until every zone is fully pressurized. Conserving water is critical to restoring service to areas still without it. GWA inspectors will visit homes and businesses to seek compliance.

Precautionary Boil Water Notice remains in effect. GWA issued a Precautionary Boil Water Notice effective 9:00 a.m., July 8, 2026, for customers who lost water service for 48 hours or more. Customers who lost service for less than 48 hours may also wish to take precautions. The notice does not apply to customers who never lost water service. Under the notice:

  • Do not drink the water without boiling it first.
  • Bring water to a boil for three (3) minutes and let it cool before using.
  • Use boiled water for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.
