News from the Department of Public Health and Social Services
The Division of Environmental Health Processing Section re-opens today at 155 Hessler Place in Hagȧtña. The office will provide the following services: Health Certificate applications; Rescheduling of Food Safety and Health Certificate training courses; Sanitary Permit Renewals; Requests for disinterment/reinternment; Guam Controlled Substances registration. Expect longer than usual wait times and check the web site DPHSS.GUAM.GOV and social media for more information.
A food commodity distribution is scheduled for 1-4 p.m. (while supplies last) tomorrow Tuesday, July 14 at the breezeway of the Governor’s Office Complex at Adelup. Households experiencing need are encouraged to attend. Supplies are limited and will be distributed while available. DPHSS will make every effort to serve those in need.
Food assistance is prioritized for households affected by food loss, including those receiving SNAP, Medicaid, MIP, or with limited resources. You may be asked to provide identification and must complete a brief form to confirm household eligibility at the time of distribution.
GWA: Conserve is the Word
The Guam Waterworks Authority (GWA) continues around-the-clock work to restore reservoir levels and system pressure following Super Typhoon Bavi. Conservation is critical to restoring service in areas still without water.
CURRENT SYSTEM STATUS (AS OF 8 P.M. Sunday July 12)

92 wells online — 73 on the island-wide power system (IWPS) and 19 on generator power

The Ugum Surface Water Treatment Plant and the Tumon Maui are online and now on IWPS. Santa Rita Springs remains on generator power.

GWA estimates that approximately 1,947 customers out of 43,643 customer accounts are without water service.
GWA expects that water service availability at specific parts of the island will vary throughout the day and may affect reporting data throughout the restoration process. GWA is aware of areas experiencing low to no water pressure in parts of Agana Heights, Barrigada, Chalan Pago-Ordot, Dededo, Harmon, Mangilao, Maina, Mongmong-Toto-Maite, Nimitz Hill Estates, Sinajana, Santa Rita-Sumai, Talofofo, Tamuning, Tumon, Yigo and Yona.
WATER CONSERVATION MEASURES IN EFFECT
Conservation of water is critical to restoring areas that remain without service. GWA continues to receive reports of pressure washing and car washing while parts of our system remain depleted. To protect the recovery, inspectors will be visiting homes and businesses to seek compliance with these emergency conservation measures. We are asking every household and business to stop washing vehicles and stop all pressure washing until every zone has been fully pressurized. GWA inspectors visited two car rental companies Saturday afternoon and achieved voluntary compliance with water conservation measures from both establishments.
WHAT TO EXPECT DURING RESTORATION
As system adjustments are performed to rebuild pressure, customers are reminded that outages and instances of low to no pressure will occur during the restoration process as crews respond to power loss, fluctuations, refueling, or generator maintenance at wells, pump stations, and reservoirs. As the distribution system is pressurized, please keep in mind:

Electrical trips at wells and booster pump stations are expected during restoration; electrical components are designed to protect themselves to prevent fire or damage, and well-pump and motor assemblies are extremely sensitive to variances in electrical current.

As wells come back online, pressure still needs to build within the distribution system to fully restore service and refill supply tanks and reservoirs.

Fuel delivery and operational maintenance for generator-powered wells is ongoing.

Customer demand during peak hours will affect how quickly pressure can build to acceptable service levels.
WHERE TO GET WATER: TANKERS AND FLEXITANKS
GWA has deployed water tankers and flexitanks in areas experiencing low to no water pressure. 11 water tankers are currently staged at:

Additional tankers and flexitanks will be provided to the community, with official notification sent to the public as they are staged. Residents are advised to bring their own containers to store and haul water. In addition to residential tankers, GWA is supporting critical care facilities such as clinics and dialysis centers.
PRECAUTIONARY BOIL WATER NOTICE
As a protective measure, GWA issued a Precautionary Boil Water Notice (PBWN) effective 9 a.m. on July 8, 2026, for customers who sustained a loss in water service for 48 hours or more as a result of Super Typhoon Bavi. PBWN does not apply to customers who never lost water service.
A sustained loss of pressure within the distribution system may result in potential, but unconfirmed, bacterial contamination of drinking water. Bacterial contamination can occur when increased run-off enters the drinking water source, if line pressure drops below 5 psi, during prolonged or sustained loss of service, or from failure in the water treatment process.
Customers who experienced a loss in water service for less than 48 hours may wish to take precaution and are advised of the following:

DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST.

Bring all water to a boil, let it boil for three (3) minutes, and let it cool before using.

Boiled water should be used for drinking, making ice, brushing teeth, washing dishes and food preparation until further notice.

Boiling kills bacteria and other organisms in the water.
WATER QUALITY TESTING
Distribution system sampling and analysis began July 7. Samples were collected from points in Agana Heights, Barrigada, Barrigada Heights, Chalan Pago-Ordot, Dededo, Hagåt, Hagåtña, Harmon, Humåtak, Inalåhan, Maina, Maite, Malesso', Malojloj, Mangilao, Nimitz Hill, Sinajana, Tamuning, Toto, Tumon, Yigo, and Yona.
All 104 water samples collected July 7–11 are confirmed NEGATIVE for total coliform. GWA's Utility Compliance Lab technicians collected samples at Machanao, Dededo and Tuner Road,
Nimitz Hill today and will continue sampling as more of the distribution system is restored. Results will be reported to the public as they become available.

Guam Power Authority Update GPA reports it is in Post-Typhoon Recovery Phase II. Line crews continue restoration work on distribution lines in villages with minimal damage. GPA’s Smart Meter Network provides real-time outage and restoration information to the authority. Customers are asked to limit calls to the GPA Dispatch Center to critical issues such as downed power lines, blown transformers, low voltage conditions, or other situations that may present a safety concern.
Phase II encompasses repairs in all sectors of the island (north, central, south) with service restoration to as many customers with minimal damage as possible per feeder. During this stage of recovery some energized feeders may still leave pockets of isolated customers with extensive damage. Crews do their best to make immediate repairs; when that’s not possible they will return to make those repairs as soon as possible. If you have a damaged weatherhead, meter socket or other electrical components these must be repaired before power service can be restored. NOW is the time to make an assessment of your home and property. Please stay away from all down lines and equipment as they may still be energized and can cause harm if you come in contact with the lines or equipment. Typhoon Green Waste/Construction ONLY Debris Disposal Sites Located at OKA Point in Tamuning and Tiyan, Barrigada, the centralized collection points will remain open every day from 8:00 a.m. to 5:00 p.m. until Saturday July 25.
Acceptable green waste includes trees, shrubs, branches, trunks, yard trimmings, grass clippings, and leaves. Eligible construction debris includes lumber, plywood, gypsum board, glass, steel, corrugated tin and roofing. Be advised: officials are monitoring for compliance and have turned away vehicles with unauthorized debris.
Thousands of cubic yards of green waste and construction debris from Super Typhoon Bavi have been collected at sites jointly operated by the Department of Public Works (DPW) and Guam Environmental Protection Agency (GEPA). Hundreds of vehicles have gone through the both sites which are operating with essential support from the Guam Police Department.
