The A.B. Won Pat International Airport Authority, Guam (GIAA) has announced the resumption of flight operations, following its assessment and inspection of facilities and its runway.

As of 12 p.m. July 7, airlines have notified GIAA of the resumption of the following flights later this afternoon:

All passengers are advised to check the status of their inbound and outbound flights with their respective airlines and sign up for flight alerts via the airlines’ mobile application(s) or website(s).

How to legally burn typhoon debris

The Guam Fire Department reminds the community that outdoor burning is only authorized with a valid burn permit issued by the fire station serving your village.

Burn permits will only be issued when conditions allow, following a site inspection, and are limited to the burning of green waste only. Individuals who conduct unauthorized burning or fail to comply with burn permit requirements may be subject to citations, fines, and other enforcement actions in accordance with applicable Guam laws and regulations. The Guam Fire Department appreciates the public's cooperation in helping protect lives, property, and emergency response resources during the recovery period.

GMH Resumes Visitation and Family Viewing

The Guam Memorial Hospital Authority (GMHA) has resumed hospital visitation and family viewing effective 12:00 p.m. today, July 7, following the Government of Guam's transition to COR 4.

Outpatient clinics, elective procedures, and scheduled patient appointments will resume at 8:00 a.m. on Wednesday, July 8. GMHA's emergency and inpatient services continue uninterrupted and remain available to the community 24 hours a day.

The hospital sustained no major structural damage during the storm. Minor facility impacts, including limited water intrusion, were promptly addressed by hospital personnel and did not affect patient care or hospital operations. Patients with questions regarding appointments or hospital services may contact GMHA at (671) 647-2552.

Treasurer of Guam Locations Open Wednesday

The Department of Administration, including Treasurer of Guam will be open at all currently-served locations tomorrow. Some areas with internet interruptions will have staff placed in areas of reliable internet service. Electronic banking processes will operate normally.

GVB/Tumon Recovery Efforts

Guam Visitors Bureau teams began field assessments at 9:00 a.m. The vast majority of hotels are already back on island power. Guam has safely welcomed 1,009 visitors over the holiday weekend.

The bureau reports the primary operational bottleneck in Tumon right now is stormwater clearance. Crews are working on clearing out culverts to ensure our primary visitor lanes are completely safe and clear. GVB’s contractor has begun assessments for solar street lights and removal.

GVB’s recovery work included the clearing of Pale San Vitores Road heading northbound from Archbishop Flores Circle to Gun Beach. The southbound side of the road is being cleared currently. GVB is also conducting coastal assessments from Ypao to Gun Beach, as well as the beach near Jimmy Dee’s and Hagåtña Bay. Regular operations, including public-facing services will resume at GVB’s Tumon office tomorrow.

National Guard to Assist GPD with Traffic Control

The Guam National Guard has been activated to assist the Guam Police Dept. with typhoon recovery operations, including to augment traffic control at intersections without power. We ask the community for their support and cooperation:

• If a police officer or traffic control person is present, obey their hand signals.

• When traffic lights are completely out and no personnel is present, treat the intersection as a four-way or all-way stop. This means every driver must come to a complete stop before entering the intersection.

• Right-of-Way Rules: The first vehicle to come to a complete stop has the right-of-way to proceed first.

• Simultaneous arrival: If two vehicles stop at the same time, the driver on the left must yield to the driver on the right.

• Turning vehicles: If two vehicles stop at the same time facing each other, the vehicle turning left must yield to the vehicle going straight.

Additional tankers and flextanks will be staged. As flextankers are staged, official notification will be sent to the public. Residents are advised to bring their own containers to store and haul water.Do not assume other drivers know the rules or will stop for you. Use your turn signals early so other motorists know your planned path. Look closely for pedestrians and bicyclists, who are much harder to see during power outages.

GDOE Emergency Evacuation Center Updates

The emergency evacuation center at Talofofo Elementary School will close due to the absence of shelter occupants. GDOE will continue supporting shelter operations while facility assessments are underway.

Stay Out of the Water - Conditions are Life-Threatening

As Super Typhoon Bavi has exited the region through the night, the following advisories remain in effect for Guam, Rota, Tinian, and Saipan:

• Coastal Flood Advisory in effect until 6 a.m. Wednesday. Dangerously large breaking waves up to 20 feet, decreasing to 10 to 15 tonight. Minor coastal flooding expected.

• High Surf Warning in effect until 4 p.m. Thursday. Dangerous surf heights of 1 to 3 feet can be expected through at least this afternoon. Everyone should remain out of the water due to life-threatening surf conditions.
