The Guam Power Authority (GPA) reports the following island-wide power system status as of 10:00 a.m., Saturday, July 11, 2026:
- System load restored: 74%
- Feeders/circuits fully or partially energized: 87% — 58 of 67
- Substations energized: 100%
- Transmission lines: 100%
GPA does not anticipate any generation capacity shortage. Total generation capacity is 266 MW, which is adequate for the current load of 158 MW.
Customers who remain without power may be on feeders that have not yet been energized, may be in smaller outage pockets, or may have damage requiring crews to return after main circuits are restored. GPA is aware of all customer outages through its metering and monitoring systems. Customers are asked to limit calls to the GPA Dispatch Center to critical issues such as downed power lines, blown transformers, low-voltage conditions, or other safety concerns.
As power is restored, some customers may experience temporary voltage fluctuations such as flickering lights, dimming, or partial power. Customers experiencing this are advised to shut off their main breaker and report the issue to GPA. If electrical equipment such as the weatherhead or meter socket was damaged during the storm, it must be repaired before power service can be restored. Stay away from all downed lines and equipment, as they may still be energized and can cause harm. Consider such situations dangerous and life-threatening. To report downed power lines, contact GPA Trouble Dispatch at (671) 475-1472/1473/1474.

Guam Waterworks Authority Restoration Update
The Guam Waterworks Authority (GWA) continues around-the-clock work to restore reservoir levels and system pressure. As of 2:00 p.m., Saturday, July 11, 2026, GWA estimates that approximately 3,191 customers out of 43,646 customer accounts are without water service. Water service availability at specific parts of the island will vary throughout the day. GWA is aware of areas experiencing low to no water pressure.
As of 2:00 p.m., GWA reported:
- 88 wells online — 51 on the island-wide power system and 37 on generator power
- 26 booster pump stations online — nine on island power and 17 on generator power
- The Ugum Surface Water Treatment Plant, Santa Rita Springs, and the Tumon Maui well remain online on generator power
- Five wastewater treatment plants are operational — three on generator power and two on island power
- 80 sewer pump stations online — 53 on island power and 27 on generator power
Water conservation measures are in effect. Conservation is critical to restoring areas that remain without service. Every household and business is asked to stop washing vehicles and stop all pressure washing until every zone has been fully pressurized. Inspectors will be visiting homes and businesses to seek compliance with these emergency conservation measures.
Water tankers are staged for residents in areas experiencing low to no water pressure at the following locations:
- Santa Teresita Catholic Church, Mangilao
- Chalan Palauan, Dededo (Ironwood)
- Machanao, Dededo
- Piga Subdivision, Dededo
- Barrigada Library
- Chalan La Chance and Chalan Tomin, Yigo
- Talo'fo'fo Mayor's Office
Residents are advised to bring their own containers to store and haul water. Additional tankers and flexitanks will be announced as they are staged.
The Precautionary Boil Water Notice remains in effect for customers who sustained a loss in water service for 48 hours or more. It does not apply to customers who never lost water service. Customers who experienced a loss in water service for less than 48 hours may also wish to take the same precaution. Bring all water to a boil for three (3) minutes and let it cool before using. Boiled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.
Water quality testing continues. All 101 water samples collected July 7–10 tested negative for total coliform. GWA collected three additional samples Saturday, July 11, in Dededo, Finegayan, and Yona and will continue sampling as more of the distribution system is restored. Results will be reported to the public as they become available.

The Port Authority of Guam gatehouse is open Saturday, July 11, 2026, from 8:00 a.m. to 5:00 p.m., with a lunch closure from 12:00 p.m. to 1:00 p.m. No Special Service Request (SSR) is required during these hours.
DPHSS Food Commodity Distribution — Tuesday, July 14
The Department of Public Health and Social Services (DPHSS) will conduct a drive-through food commodity distribution on Tuesday, July 14, 2026, from 1:00 p.m. to 4:00 p.m. (while supplies last) at the Adelup Breezeway. Food assistance is prioritized for households affected by food loss, including those receiving SNAP, Medicaid, MIP, or with limited resources. Individuals may be asked to provide identification and must complete a brief form to confirm household eligibility at the time of distribution.

The National Weather Service (NWS) Guam advises that several marine and coastal hazards remain in effect:
The High Surf Advisory has been extended and remains in effect until 4:00 a.m. ChST Sunday, July 12, for north-, south-, and west-facing reefs. Large breaking waves of up to 10 feet are expected in the surf zone. Dangerous swimming and surfing conditions, as well as localized beach erosion, are possible.
The High Rip Current Risk remains in effect through late Saturday night, July 11, for north-, south-, and west-facing reefs. Rip currents will be life-threatening and can sweep even the best swimmers away from shore into deeper water. Inexperienced swimmers should remain out of the water. If caught in a rip current, relax and float. Don't swim against the current. If able, swim in a direction following the shoreline. If unable to escape, face the shore and call or wave for help.
A Small Craft Advisory is in effect until 4:00 a.m. ChST Sunday, July 12. Seas of 7 to 9 feet will continue to create hazardous conditions for small craft. Inexperienced mariners, especially those operating smaller vessels, should avoid boating in hazardous conditions.
