POWER RESTORATION AT 66%; ALL 75 WATER SAMPLES TEST NEGATIVE; MARINE HAZARDS CONTINUE THROUGH 4 P.M. TODAY

Power Restoration Update

Of the 67 distribution feeders and circuits, 49 are now partially energized. GPA does not anticipate any generation capacity shortage.

GPA remains in Phase II of post-typhoon recovery, with crews working across the northern, central, and southern sectors to restore power in areas with minimal damage. Areas with more significant damage will be addressed in Phase III. Some energized feeders may still leave isolated pockets of customers without power; crews will return to those customers after feeders without major faults are restored. As lines are re-energized, storm-damaged components may fail after power is restored — crews will make immediate repairs where possible or return as soon as possible.

Voltage fluctuations during restoration: Some customers may experience flickering lights, dimming, or partial power. Customers experiencing these conditions are advised to shut off their main breaker and report the issue to GPA.

Maps showing anticipated village restoration areas for the next one to three days are available on GPA's website at www.guampowerauthority.com and on GPA's official Facebook page.

Stay away from all downed lines and equipment — they may still be energized and are life-threatening. Report downed power lines to GPA Trouble Dispatch at (671) 475-1472/1473/1474, email customersfirst@gpagwa.com, or message GPA's Facebook or Instagram page. Please limit calls to the GPA Dispatch Center to safety-critical issues. Residents are reminded not to stop restoration crews to ask for estimates — interruptions delay repairs and create safety hazards.

Water Restoration Update: All 75 Water Samples Test Negative for Total Coliforms

The Guam Waterworks Authority estimated that as of 4:00 p.m. Thursday, July 9, approximately 2,740 customers remain without water service out of 43,646 total customer accounts — an estimated 6.3% of all accounts due for restoration. As of 5:00 p.m. Thursday, 77 wells are online — eight on island power and 69 on generator. The Ugum Surface Water Treatment Plant and all wastewater treatment plants remain operational. GWA and GPA continue working to resolve power issues affecting water restoration.

All 75 water samples collected on July 7–8 are confirmed negative for total coliforms. GWA collected 16 additional samples Thursday and will continue sampling throughout restoration. Results will be reported to the public as they become available.

Well A-30, a high-producing well critical to central Guam, has returned to island power, and booster pump stations at Brigade, Asan, Pale Kiren, and Adawag are back online — improving pressure for some customers in parts of Talofofo, Cross Island, Windward Hills, Yona, Asan, Sinajana, and Maina.

Parts of Agana Heights, Humåtak, Santa Rita, Sinajana, Talofofo, Yigo, and Yona have been restored. Outages and low to no pressure will continue to occur as system adjustments are performed. GWA is aware of low to no water pressure in Agana Heights, Barrigada, Chalan Pago-Ordot, Dededo, Humåtak, Mangilao, Maina, Mongmong-Toto-Maite, Nimitz Hill, Sinajana, Santa Rita-Sumai, Talofofo, Yigo, and Yona.

A mandatory precautionary boil water notice remains in effect for customers who lost water service for 48 hours or more. Do not drink water without boiling it first: bring water to a boil for three minutes and let it cool before using. Boiled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Customers who lost service for less than 48 hours may boil water as a precaution. This notice does not apply to customers who never lost water service.

• Barrigada Library

• Chalan La Chance, Yigo

• Mongmong — by the former Manglona Mart

• Yona — open lot adjacent to the carabao statue

• Talofofo Mayor's Office

Bring your own containers to store and haul water. Practice strict water conservation — no vehicle washing or pressure washing until all zones are pressurized. Report water or wastewater issues to GWA Dispatch at (671) 646-4211 or dispatch@guamwaterworks.org.

Typhoon Debris Disposal Sites

To support island-wide cleanup efforts following Typhoon Bavi, the Government of Guam, in coordination with the Department of Public Works (DPW) and the Guam Environmental Protection Agency (GEPA), has opened two official typhoon debris disposal sites for residents.

Important: Tiyan accepts green waste only. Construction debris must be taken to the Ypao Point disposal site.

The following items will not be accepted at either disposal site:

• Household garbage, including food, batteries, toys, and oils

• White goods, including appliances

• Electronics, including solar panels, lithium-ion batteries, power banks, and portable power stations

• Hazardous waste, including asbestos-containing materials, cleaning products, paint, pesticides, petroleum products, and solvents

• Furniture, cookware, sinks, and coolers

• Tiles, cement, and tools

• Garden hoses, lawn decorations, plastic and ceramic pots

• Plumbing items, including PVC pipes, toilet bowls, and fiberglass tubs

• BBQ grills, canopy pipes and tarps, metal shelves and lockers

• Gym, lawn, and playground equipment

• Tires, car/vehicle parts, and bicycles

• Biological and medical waste, including spoiled and rotting perishables and animal remains

The public is advised to use alternate and proper disposal methods for the above-mentioned prohibited items. Contact Guam Solid Waste Authority at 671-646-3111 for more information on GSWA disposal policies.

These bans are in place to protect both the environment and site workers. To keep our community safe and ensure efficient cleanup, please review these essential guidelines for disposing of disaster-related materials. Following proper waste separation rules protects public health and helps our island maximize FEMA reimbursement for disaster recovery efforts.

Entry lines close at 4:30 p.m. to allow all vehicles to unload before the sites close at 5 p.m. and to ensure crews can safely secure the facilities for the evening.

Residents are encouraged to separate debris before arriving to help materials be processed safely and efficiently. Access to both disposal sites is at the user's own risk. Proper footwear, including closed-toe shoes, and appropriate attire are strongly recommended while unloading debris.

Traffic Safety: 

The Guam Police Department is reminding all motorists to remain highly vigilant on the road as GPD, Guam National Guard, and Customs & Quarantine units continue to actively conduct traffic direction at intersections and on roadways affected by power outages. 

To protect those directing traffic and the general public, GPD asks drivers to adhere to the following safety guidelines:

• Slow Down: Reduce your speed well before approaching intersections or incident scenes.

• Pay Close Attention: Watch for traffic directors’ hand signals and listen for whistles, as they supersede standard traffic lights or signage.

• Minimize Distractions: Put away cell phones and turn down music so you can hear verbal instructions and stay entirely focused on the road.

• Give Space: Provide ample room for traffic directors in the roadway.

• Be Patient: Traffic direction may take extra time, but your cooperation is essential for keeping everyone safe.

Failure to follow the direction of an authorized traffic director can result in traffic citations or pose severe physical hazards to those working on the roadways and fellow motorists.

Stay Out of the Water – Hazardous Marine Conditions Continue

The High Surf Advisory, High Rip Current Risk, and Small Craft Advisory remain in effect until 4 p.m. today, Friday, July 10.

High Surf Advisory & High Rip Current Risk

• In effect until 4 p.m. today

• Large breaking waves of up to 10 feet are expected along north-, south-, and west-facing reefs.

• Dangerous swimming and surfing conditions and localized beach erosion are expected. Rip currents can sweep even the best swimmers away from shore into deeper water.

Small Craft Advisory

• In effect until 4 p.m. today

• Seas of 7 to 10 feet will create hazardous conditions for small craft in Marianas coastal waters.

Residents and visitors are urged to remain out of the water and stay off beaches, reefs, jetties, and piers. Inexperienced swimmers should remain out of the water, and small craft operators should avoid venturing out until conditions improve.

As Super Typhoon Bavi continues to pull away from the Marianas, swells and surf will continue to diminish, potentially falling below hazardous levels by Friday night.
