Roadways clear; Police to assist with traffic controls; Power and Water restoration updates
The Department of Public Works has confirmed that all impassable roadways reported to the Emergency Operations Center through DPW or the Mayors Council of Guam have been cleared and are safe for travel.
If residents encounter any debris like fallen trees or downed power lines creating hazards on village streets, please report them to your village mayor.
Traffic Safety:
The Guam Police Dept. will soon be conducting traffic direction at major intersections and junctions around the island due to power outages. We ask the community for their support and cooperation:
- If a police officer or traffic control person is present, obey their hand signals.
- When traffic lights are completely out and no personnel is present, treat the intersection as a four-way or all-way stop. This means every driver must come to a complete stop before entering the intersection.
- Right-of-Way Rules: The first vehicle to come to a complete stop has the right-of-way to proceed first.
- Simultaneous arrival: If two vehicles stop at the same time, the driver on the left must yield to the driver on the right.
- Turning vehicles: If two vehicles stop at the same time facing each other, the vehicle turning left must yield to the vehicle going straight.
- Do not assume other drivers know the rules or will stop for you. Use your turn signals early so other motorists know your planned path. Look closely for pedestrians and bicyclists, who are much harder to see during power outages.

Power Restoration
Guam Power Authority engineers and line crews began full assessments and restoration efforts today. Initial priorities include working on transmission lines to energize all substations and address water well issues.
As of 8 a.m., the GPA reported:
- GPA Substations Energized: 63%
- GPA Feeders/Circuits Energized: 22%
- System Load Restored: 14%
GPA notes that no feeders or circuits can be energized unless a corresponding substation is energized. Its system load percentage will increase as more feeders and circuits come back online. GPA does not anticipate any generation capacity shortage, and plans to restore power service using the remaining base load and reserve units.
For customers who remain without power:
- Customers may be on feeders that have not yet been energized
- In some areas, power may be restored to main lines while additional repairs are still needed on transformers, service lines, or customer connections
- Customers may also be experiencing isolated damage that requires crews to return after main circuits are restored
- If surrounding areas have power, customers may be part of a smaller outage pocket
- GPA is aware of all customer outages through its Advanced Metering Infrastructure, or Smart Meter Network, and Supervisory Control and Data Acquisition (SCADA) systems. These systems allow GPA to confirm where power has been restored, identify customers still without service, and locate smaller outage pockets within villages
- Customers are asked to limit calls to the GPA Dispatch Center (PSCC) to critical issues such as downed power lines, blown transformers, low voltage conditions, or other situations that may present a safety concern
Please stay away from all down lines and equipment as they may still be energized and can cause harm if you come in contact with the lines or equipment. Water Restoration Efforts Continue - GWA Urges Strict Water Conservation Measures
As of 10 a.m., 68 wells are online and on generator power. The Ugum Surface Water Treatment Plant is back online and operating on generator power. GWA and the Guam Power Authority are making assessments to address power issues affecting water and wastewater services.
GWA is aware of areas experiencing low to no water pressure in Agana Heights, Barrigada, Chalan Pago-Ordot, Dededo, Mangilao, Mongmong-Toto-Maite, Sinajana, Yigo and Yona.
Parts of Agana Heights, Sinajana and Yigo have been restored. As system adjustments are being performed to restore pressure, customers are reminded that outages and instances of low to no pressure will occur in the restoration process as system adjustments performed at wells, pump stations, and reservoirs to respond to power loss, fluctuations, refueling, or generator maintenance.
GWA is preparing water tankers and flextanks for deployment in areas experiencing low to no water pressure. As of 11 a.m., three (3) water tankers have been staged:
- Mangilao, Santa Teresita Catholic Church
- Dededo, Chalan Palauan
- Agana Heights Gym
Additional tankers and flextanks will be staged. As flextankers are staged, official notification will be sent to the public. Residents are advised to bring their own containers to store and haul water.
GWA’s Utility Compliance Lab has begun sampling points in the distribution system which have been restored.
Results will be available in 24 hours and will be reported to the public. As more of the distribution system is restored, more points will be sampled, tested and reported.
In accordance with 28 GAR §2103(i): Whenever, in the opinion of GWA and in the interest of the public, special conservation measures are advisable in order to forestall water shortage and a consequent emergency, GWA may restrict the use of water by any reasonable method of control.
GWA inspectors will be visiting homes and businesses to seek compliance with special water conservation measures. As GWA personnel work to restore reservoir levels and system pressure, the community is advised to practice strict water conservation during recovery efforts. Refrain from washing vehicles and pressure washing activity until all zones have been pressurized.

Stay Out of the Water - Conditions are Life-Threatening
As Super Typhoon Bavi has exited the region through the night, the following advisories remain in effect for Guam, Rota, Tinian, and Saipan:
- Coastal Flood Advisory in effect until 6 a.m. Wednesday. Dangerously large breaking waves up to 20 feet, decreasing to 10 to 15 tonight. Minor coastal flooding expected.
- High Surf Warning in effect until 4 p.m. Thursday. Dangerous surf heights of 1 to 3 feet can be expected through at least this afternoon. Everyone should remain out of the water due to life-threatening surf conditions.
Windshield assessment completed
Governor Lou Leon Guerrero and Lt. Governor Josh Tenorio, along with partners from the Department of Public Works (DPW) and the Mayor’s Council of Guam (MCOG), and other Government of Guam partners, conducted an initial windshield assessment this morning at first light and when it was safe to do so.
At 6 a.m. today, July 7, Joint Region Marianas and its installations entered an active recovery phase, allowing emergency responders and assessment teams to evaluate damage, identify hazards, and begin restoration efforts.
The National Weather Service, Weather Forecast Office Guam, has canceled the typhoon warning for Guam.
COR 4 and TCCOR 4
Governor Leon Guerrero placed Guam in Condition of Readiness (COR) 4, at 10:00 a.m., today, July 7, 2026. At COR 4 the island resumes normal operations.
As of 11:30 a.m., July 7, Joint Region Marianas has returned to Tropical Cyclone Condition of Readiness (TCCOR) 4 (all clear) following the completion of initial recovery operations and damage assessments after Super Typhoon Bavi.
While normal operations are resuming, some installation facilities and services may require additional time to reopen based on damage assessments or operational requirements. Continue to monitor official installation communication channels for the latest operating hours and service updates and continue exercising caution around any remaining storm-related hazards.
Joint Task Force - Micronesia, as the Department of War’s supported command for Defense Support of Civil Authorities (DSCA) in the region, is actively coordinating with federal, territorial, and local partners to ensure a rapid and effective response if requested.
Today, July 7, only essential GovGuam personnel are required to report to work. All other employees may report on a case-by-case basis. Check in with your supervisor for immediate guidance. The Government of Guam will reopen for business tomorrow, Wednesday, July 8.
