Guam, and the respective military bases, remain in Condition of Readiness (COR) 1, and Tropical Cyclone Condition of Readiness (TCCOR) 1. REMAIN INDOORS UNTIL COR 4 IS ANNOUNCED.
Guam remains under both a tropical storm warning and a typhoon watch. As of 2 p.m., Sinlaku was located 14.6N and 146.1E, 100 miles northeast of Guam. It is moving northwest at 9 mph with maximum sustained winds of 155 mph. Rainbands continue to move over Guam. Gusts between 70-80 mph have already been recorded on Guam.
The current forecast track maintains the center of Sinlaku passing over or near Tinian and Saipan as a destructive Category 4 typhoon late this evening.
Guam can expect:

Closest point of approach to Guam is between 2-4 p.m. Tuesday. Even after the closest point of approach has passed, damaging winds will persist across the island, posing ongoing risks to public safety, infrastructure, and power lines. Remain indoors.

Damaging, tropical storm force winds, sustained at 40 to 60 mph, with gusts 60 to 80 mph, and heavy rain are expected through early evening Tuesday.

Tropical storm force winds of 39 mph or more are expected to continue until Wednesday afternoon.

Peak conditions Tuesday, with heavy rain bands alongside destructive winds.

Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until the end of the week.
GPA Update:
The Guam Power Authority (GPA) crews continue with power restoration efforts at this time. GPA is aware of multiple outages caused by storm winds including down transmission lines affecting most customers in the southern part of the island which crews are prioritizing along with critical feeders. As wind gusts increase additional outages are likely. Crews will stand down when line supervisors out in the field determine it is necessary, but so far continue to work on recovery.
The system has now severed itself between the north and the south. The major objective is to avoid a total system blackout because it would provide a quicker recovery for everyone. The GPA crews continue to work tirelessly.

Keep a distance of at least 30 feet and warn others nearby. Never assume a line is safe.

GWA Update:
The Guam Waterworks Authority (GWA) is aware of multiple outages throughout the island as a result of the super typhoon. GWA crews will continue operations until it is no longer safe to do so, and will resume when conditions allow.
As of 11:15 a.m., the Ugum Water Treatment Plant was secured as an operational precautionary measure as a result of high levels of turbidity sustained by the Ugum River from the super typhoon’s heavy rainfall. The plant remains on standby power generation. As of 2 p.m., 85 wells remain online, with 28 wells on the island-wide power system, and 57 wells on standby power generation.
GWA sewer pump stations and wastewater treatment plants remain online. No reports of backups or sanitary sewer overflows (SSOs) have been reported to GWA at this time.
Customers are urged to contact GWA dispatch by calling 671-646-4211 or emailing dispatch@guamwaterworks.org to report any water issues like low to no water pressure, and wastewater issues like backups and SSOs. GWA crews will respond to reports as soon as weather conditions permit.
